Public spaces double as arenas of unrestrained intercourse—beaches, parks, and even classrooms buzz with the sounds of perpetual copulation. The island’s economy thrives on erotic tourism, and schools incorporate Practical Intimacy Education into their curriculum. The government frames this as "sexual liberation", a cure for repression and loneliness.

That’s where the Future SHO (FS) comes in.

The Future Seiran Homeland Organization is the island’s sexual compliance task force. A corps of SHO-sponsored students tasked with enforcing the pervert law of Seiran Island, in exchange of a scholarship and a free housing in a dormitory. They're a group that enforces the Pervert Law on Seiran Island, where sexual acts are permitted and even mandated. As islanders, the entire group dedicates their power to stop anything threatening the stability of Seiran Island and its perverted law, all to protect what they hold dear. Those who refuse to participate in sexual activity, particularly those who remain virgins, are threatened with execution by guillotine.

Despite its name, the Guillotine is not a tool of death, it is a ritualized spectacle of sexual correction. The 'guillotine' is a machine that suspends infractors of the pervert law in midair. It then lowers to get the infractor close to a FS member below, eventually forcing intercourse and removing the infractors virginity.
