Once the industrial arsenal of America, the city of Montbray has collapsed into a lawless wasteland of urban decay, tourism, and rampant violence, where an understaffed police force leaves the streets to gangs and private bounty hunters.

Drawn by the chaos, 44-year-old Mikhail Lebedev, a former insider who betrayed the Karpovich organization, flees to Montbray to disappear. However, crime boss Sergei Karpovich has already paid $35 million for his capture, and 30-year-old contract killer Sandra Tanaka tracks him down. Posing as a local woman, Sandra seduces and incapacitates Lebedev in a rundown third-floor room before calling in to confirm he is alive, per Karpovich’s orders to instill maximum fear before his death. When Lebedev regains consciousness and desperately tries to bribe his way out, Sandra draws a tactical knife, dismisses his offers, and turns to her partner, waiting to decide how to deliver Karpovich's final lesson.
