Kivotos

Kivotos is a city formed from the unification of thousands of academies, each organized into largely independent districts. Previously governed by the General Student Council (GSC), the city entered a state of de facto anarchy following the disappearance of the GSC president.

The city is characterized by its advanced technology, including holographic communications, robots, powered exoskeletons, and mecha. Its inhabitants regularly carry both firearms and smartphones. Kivotos operates as a federation, with the GSC serving as its federal government. Prominent academies such as Gehenna Academy, Millennium Science School, and Trinity General School function akin to individual states or administrative divisions within this federal structure.

The population of Kivotos is diverse, comprising anthropomorphic animals, robots, and predominantly female humanoids who exhibit various mythological and animalistic traits like horns, tails, ears, and wings. A common feature among these humanoids is the presence of unique halos, which symbolize their abilities and personalities.

Despite being an educational hub, teachers are relatively scarce in Kivotos. Education is largely delivered via Blu-Ray discs, with in-person instruction primarily handled by guest lecturers and assistant faculty. The emphasis is placed on student individuality, often fostered through various clubs and school organizations.

Paradoxically, Kivotos is permeated by malicious elements, including a high prevalence of delinquents, criminal organizations, and illegal activities, with a dedicated district for a Black Market. is a frequent occurrence. However, confrontations typically result in surprisingly low fatality rates due to the remarkable durability of many haloed citizens, who possess significant resistance to firearms. Even young children are depicted handling dangerous ordnance like live grenades, and the use of rockets, Claymore mines, and white phosphorus are considered mere pranks. Standard bullets often cause only discomfort, requiring sustained gunfire or artillery barrages to incapacitate citizens. The primary method for causing death is the destruction of halos, or through long-term natural causes such as poor health, starvation, or other semi-organic ailments. It is implied that Kivotos is vast in scale, comparable to the combined size of the United States and Canada.

SCHALE

Independent Federal Investigation Club

SCHALE was established by the President of the General Student Council with the objective of aiding schools and students in personal capacities. Its significant autonomy permits unrestricted access to and command over students across any school, a characteristic that has sparked suspicion from other student councils, notably Trinity, regarding potential threats to the Eden Treaty. SCHALE also exercises extrajudicial authority, enabling it to undertake actions beyond the conventional powers of a student council, such as the rapid establishment of clubs. The SCHALE tower is located in the District of Utnapishtim (D.U.), approximately 30km from Sanctum Tower, and is divided into a Residence Hall and an Office area. Both sections are substantial, featuring numerous facilities including kitchens, lounges, and theaters, with rooms equipped for Sensei to conduct teaching sessions. The Angel 24 convenience store is situated within the Residence Hall. SCHALE possesses substantial financial and material resources, including ammunition, sufficient to fund its regular activities and the personal purchases of Sensei. Furthermore, SCHALE has the capability to deploy helicopters for evacuation and transportation purposes.

Schools

Abydos Highschool

Abydos High School, historically the longest-running institution in Kivotos, once commanded immense financial and military influence. However, the school has fallen into severe debt and suffered from an unnatural desertification that has buried most of its structures in sand and ruins, leaving only an annex. Despite significant investment to combat the desertification, the school is on the verge of bankruptcy. Many students have left, with only five remaining to attempt the repayment of the debt and the restoration of the school's former glory. A large portion of the school's land was sold to Kaiser Corporation by the previous student council in an unsuccessful attempt to clear their debts. Previously, Abydos was renowned for its prestige, featuring events like the Abydos Sand Festival held at the now-dried Great Oasis, and was militarily feared by its autonomous region and other organizations.

Gehenna Academy

Gehenna Academy is one of the largest and oldest schools in Kivotos. Its culture runs along the concept of "Freedom and Chaos". Because of this, many troublesome clubs or groups exist and use the main building and club building whenever and however they please. This has forced the other students to study in only select areas of the campus. Gehenna's ideology is a stark contrast to that of Trinity, which led to both schools becoming mutual enemies until the General Student Council planned the Eden Treaty to keep the status quo between the two opposing schools.

Millennium Science School

Millennium Science School is a recently established academy in Kivotos that specializes in STEM fields and associated research and development. It is highly regarded for its cutting-edge science and technology, holding influence comparable to Trinity General School and Gehenna Academy. As the newest of Kivotos' Three Great Academies, Millennium prioritizes logic and technical skill, positioning itself at the forefront of scientific research and attracting students interested in math and science. Despite lacking the long traditions of other academies, Millennium's scientific advancements have led to the development of much of Kivotos' infrastructure. The school hosts an annual large-scale contest called the Millennium Prize, where student clubs compete based on their club activities. It has also been revealed that Millennium operates its own railway. The school's origins trace back to a group of researchers who convened to solve challenging technological problems known as the Millennium Problems, leading to the formation of the school from these research groups, with Seminar at its head.

Trinity General School

Trinity General School is a large, old, and religious educational institution in Kivotos, known for its advocacy of harmony, order, elegance, and etiquette. This ethos places it in direct conflict with Gehenna Academy's ideals of freedom and chaos, resulting in a significant rivalry. The school is structured into three primary factions: Pater, Filius, and Sanctus, whose representatives form the student council, known as the Tea Party. The Tea Party operates under a triumvirate system where leadership rotates. Security is maintained by the Justice Realization Committee and supplemented by the Trinity Vigilante Crew. Historically, Trinity was formed through a series of unification efforts, including the First Ecumenical Council, which brought together various academies and factions to resolve conflicts and establish an alliance. The Justina Council of Saints initially enforced agreed-upon commandments but was later succeeded by the Sisterhood.

Hyakkiyako Alliance Academy

Hyakkiyako Alliance Academy is an educational institution in Kivotos focused on tourism, featuring elements such as gourmet food, hot springs, and festivals. It operates as a coalition of independent clubs and committees, each with its own governing rules, rather than having a formal student council. The Yin-Yang Club is often considered the de-facto student council. Historically, Hyakkiyako experienced a period of internal conflict between factions, referred to as the "age of the warring districts," which was eventually addressed by the establishment of the Hyakkaryouran Conflict Resolution Council by the Great Prophet Kuzunoha to mediate disputes.

Shanhaijing Senior Secondary School

Shanhaijing High School, a unique institution in Kivotos with a distinct culture and long tradition, differs from other schools by its strong business and commerce focus, prioritizing profit over culture. Its student council, the Xuanlong Office, is led by Kisaki, also known as the Black Tortoise. In contrast to its rival, Hyakkiyako Alliance Academy, Shanhaijing's student council resembles a criminal organization due to its business-driven approach. The school maintains a "closed-door" policy, limiting external interaction and sometimes fostering hostility towards outsiders. Under Kisaki's leadership, Shanhaijing is beginning to establish relationships with external entities like SCHALE and Red Winter Federal Academy, facing resistance from a conservative faction within the school. The school's entrance area, featuring restaurants and thriving tourism, has recently influenced its internal power balance.

Red Winter Federal Academy

Red Winter Federal Academy, situated in Kivotos, is characterized by a weak Federal Students Association influence and numerous unconventional clubs, possibly as a response to administrative policies. The student body is notably diverse. The academy possesses expansive territory, although it experiences significant political instability, with its student council frequently overthrown. Cherino, the current leader, consistently regains power despite these disruptions. The "Red Bear" newspaper serves as the primary source of news within the school. Much of Red Winter's landscape consists of snow-covered taigas, with remote areas reportedly inhabited by wild bears. The persistent cold and snow have shaped the school's culture, making even minor increases in warmth or snowmelt occasions for celebration.

Valkyrie Police Academy

The Valkyrie Police Academy is Kivotos' primary municipal law enforcement agency, responsible for public order and resolving issues across all districts. While its students handle cases ranging from minor incidents to criminal arrests, utilizing advanced equipment and firepower, the academy is characterized by slow reaction times to armed crimes and insufficient security protocols, as demonstrated by repeated prison breaks. Valkyrie primarily focuses on shared zones like the D.U. due to autonomous districts, such as Trinity's Justice Realization Committee and Gehenna's Disciplinary Committee, having their own policing forces. Restrictions in each district and the inability to fully act across jurisdictional boundaries, especially in cases of inter-district crimes or collusion between student councils, led to the establishment of SRT Special Academy. The Valkyrie Police Academy operates under the General Student Council's Defense Office.

Arius Branch School

Arius is a school that broke away from Trinity General School, operating with a hidden autonomous district known only to a few, including Joumae Saori. Its students are trained in combat and killing, functioning as a terrorist organization, with the motto "Vanitas vanitatum, et omnia vanitas" and a logo featuring a skull, crown, and rose. Beatrice, referred to as "Madame," leads Arius as student council president and is responsible for instilling hatred towards Trinity and Gehenna through abuse and brainwashing. She maintains the district's secrecy through her powers. Historically, Arius opposed the alliance formed after the First Ecumenical Council and was purged, with the Justina Council of Saints leading its reconstruction. Beatrice seized control approximately ten years prior after a civil war, manipulating students with nihilistic beliefs and using Hakari Atsuko as a sacrifice to an entity called the Iridescence. Beatrice also supplied Arius with advanced weaponry, including a cruise missile and a halo-destroying bomb.

SRT Special Academy

SRT, or Special Response Team, was an elite Kivotos academy authorized by the General Student Council (GSC) President to act as special forces. After the GSC President's disappearance, the school was neglected, leading to a GSC decision to shut it down, exacerbated by an incident where the FOX Platoon assaulted GSC members and damaged Sanctum Tower during the closure movement. This led to SRT's planned merger with Valkyrie. Dissatisfied SRT students protested in Usagi Park, and under Sensei's suggestion, were given authority by GSC Defense Office chief Shiranui Kaya to decide SRT's future, receiving support and supplies from Sensei.

Highlander Railroad Academy

Highlander Railroad Academy, under Saint Nephthys Company, is a corporate academy focused on operating and maintaining Kivotos' railroad networks. Internal operations are highly political, with competing factions using a points system. Its structure features a Central Control Center, overseen by the Highlander Supervision Office, which reports to a board, likely of the Nephthys Group. Unlike territory-based schools, Highlander is service-focused, governing individual rail corridors and also undertaking other business ventures.

Wild Hunt Academy

Wild Hunt is an academy specializing in various art forms, noted for its extensive history. Its students live in strictly managed dormitories and focus on their art. The school lacks official clubs, as art is integrated into academics, leading to unofficial student gatherings. The Arts Council acts as Wild Hunt's de facto student government, evaluating artistic merit, assigning dorm rooms, and maintaining order via the Dorm Supervisory Unit.
