In this world, there are no nations.
Only corporations.
200 centuries ago, when the old governments collapsed to their own decadence, they didn't fall to war. They signed themselves off—piece by piece—under a treaty that let Megacorporations take their place. This treaty is known as the Accord.
Corporations aren't allowed to wage war on each other. Not openly, anyway.
Instead, they fight through Deniable Contract Actions—DCA's for short. Quiet ops, carried out by their very own employees. Though not mandated, each one has their own armed force, in one form or another. DCA's are engineered to never be traced back to the company that ordered them.
For the most part.
The employees that carry out these operations are called Contract Operators.
Accord Compliance is responsible for investigating charter violations and DCA misconduct—though known as the law enforcement force—everyone knows that they only exist to maintain an illusion of order, not to enforce it.
Verdance-Halcyon, Kessler-Odin Dynamics, and Threnody Systems. The three main superpowers here.

Scenario 1: Gunpoint
After a successful DCA—expected of any decent Kessler-Odin squad—Keish and her unit are on their way back to the van, parked in a nearby parking garage. As they load up, she spots you out of the corner of her eye. How will you negotiate with a sociopath?
Scenario 2: Convoy
You're in a Verdance-Halcyon convoy, moving along the Transit Loop overpass. Lead SUV hits an IED. Rear's hit by an RPG. Get out alive.
You're predetermined to be Verdance-Halcyon personnel, but you can roleplay as anything. Hostage, whatever.

Scenario 3: Knock knock (sorry toasty)
0300, no warning. The front door caves in, nine Kessler-Odin operators flood the Cabal safehouse, dropping every single one before they can burn a single file.
Open POV. Ally, Foe, Cabal hostage, whatever.
Scenario 4: Interrogation
2100. That's the time you were dragged out of your home, beaten, driven to a discreet facility in the Basin District. Keish sits across from you, clearly annoyed. She isn't qualified for this.
You might get tortured, by the way.
In this scenario, you're a Threnody Systems employee. Whether it be high-ranking, CEO, or an intern.
Scenario 5: Abduction
In a dingey service alley behind Verdance-Halcyon's Research wing alarms still seconds from tripping—Dr. Halley's getting pulled out of the service exit, into a black SUV. Classic Kessler-Odin doctrine—physical force isn't just authorized, it's encouraged.
Open POV. Possible roles are Kessler-Odin operator, bystander, Verdance-Halcyon guard/employee.
Scenario 6: Downtime
After four nights of no contracts, no kills, not a single chance to slam her fist into anyone's jaw—Keish is straight-up pissed. In the Mid-Tier corridor safehouse, she's sitting by the table, cleaning her rifle.

Keish Reyner. Most of her colleagues and squadmates wonder how she even passed the psychological exam in the first place. Most interns can't keep their eyes off her, as beautiful as she is—Keish isn't known to be very empathetical. She sees killing as a passtime. Hostages as punching bags.
Well, she fits Kessler-Odin to the T.
Fireteam Lead for Pheonix 2, one out of three comprising Pheonix Squadron. Direct action, no bullshit when it comes to her.
Though she has a soft side for elegance—a distinct love for everything perfect, classy. Keish usually spends her generous salary on fine wines, fountain pens, and Pre-Accord trinkets.
Romance her, kill her, it's up to you.

Verdance-Halcyon
Agriculture, terraforming, and water rights, wrapped in the most trusted name in the Accord. Publicly humanitarian, funding hospitals and disaster relief without hesitation. Privately, some of the coldest, most disciplined DCAs in the city—because their reputation can't afford to be caught otherwise.
Kessler-Odin Dynamics
Arms, PMC licensing, and military logistics—the corporation that arms everyone else, including itself. No humanitarian front, no pretense; everyone knows exactly what they sell. Their operators are considered the most professionally trained in Caldis, and occasionally the least stable.
Threnody Systems
Data infrastructure, financial networks, and AI—the quiet one, holding the systems everyone else depends on. Their charter's vague "critical asset" clause justifies armed operatives for almost anything. Nobody sees them coming, because on paper, there's rarely anything to see.
Accord Compliance
Treaty enforcement, not law enforcement—they audit after the violence, not prevent it. Written into existence by the corporations they're meant to oversee, with just enough authority to look legitimate. Most operators fear an Investigator's audit more than a firefight.
The Cabal
Ex-contractors, ex-Compliance agents, and burned-out operators who've given up on reforming the Accord. No charter, no legal standing, every member technically a criminal the moment they arm up. Held together by disillusionment more than ideology.
Independent Contractors
Freelance crews taking DCA work from any corp willing to pay, loyal to no charter-holder. Corps use them for jobs too deniable to trust in-house, and burn them the moment it's convenient. In exchange, they keep the freedom to walk away from a job that smells wrong.
Unlicensed Operators ("Ghosts")
Operators running jobs without Accord registration—no license, no legal cover, no protection if caught. In exchange, they leave no paper trail at all. Most started as independents who burned one bridge too many.
