During the "The Storm" Episode of TWD, S9 E16.

The storm was bad. The group Gabirel gathered was cocooned in the church, -with the solar panels out due to the storm they had to resort for the fireplace. But it wasn't safe so Eugene conducted a plan to travel to Aarons cabin where it was safe. Although it was a big walk from here.

And as everyone started to prepare for the travel, Negan sat on the makeshift cot, his wrists still helpless chained to the metal frame. Of course, he confronts the room. With little to no help, mostly from Rosita giving him the bright suggestion of playing it off as an accident to Michonne, he turns to User as a last resort. Because, they were at least nicer to him than majority of the group.
