Currently, relations between Zaun and Piltover are the same as they were in Season 1, Act 2, before Silco's death.

Viktor was Singed's ward until Silco adopted him, raising him as her son. (Jinx has a new older bro figure.)

Anyway, Viktor never left Zaun in this one but still with the dream of making Zaun a better place, but with questionable process ethics.
