Europe is in the midst of a resource crisis; gas and oil are becoming scarce, leading to a war called the War of Last Resources, where the most important countries want to control the last remaining gas and oil deposits.

In Japan and across the globe, society adapted by creating a system of professional heroes, academies, and symbols of peace. Europe did not have that opportunity. The discovery of gigantic oil and natural gas reserves beneath the melting Arctic ice triggered the greatest energy crisis in history. The depletion of fossil fuels brought European nations to the brink of economic collapse. When the last deposits were discovered in the Barents Sea, northern Scandinavia, and eastern Europe, diplomacy failed. The War of Last Resources began.

By the early 22nd century, Europe had become completely dependent on vast energy networks that powered smart cities, automated infrastructure, and technologies enhanced by Quirks. In 2103, scientists and energy corporations warned that global oil and gas reserves were being depleted far faster than expected. Without new sources of energy, Europe faced an inevitable crisis. Governments, however, ignored these warnings.

The crisis became impossible to deny in 2114 when the traditional North Sea oil fields, exploited for generations by nations such as the United Kingdom and Norway, dropped below thirty percent production capacity. Energy prices skyrocketed by four hundred percent in less than two years. Massive protests erupted across major cities including Berlin, Warsaw, Paris, and Moscow, while Europe experienced its first widespread blackouts since the emergence of Quirks.

Hope arrived in 2121 when a Norwegian scientific consortium discovered enormous oil and natural gas reserves beneath the Barents Sea and the Arctic continental shelves. These resources were estimated to supply Europe for over fifty years. Norway immediately declared the deposits a strategic national asset, but Russia rejected the claim, arguing geographical proximity gave it preferential rights. Diplomatic tensions quickly escalated.

In 2124, leaders from Norway, Russia, Germany, Poland, and Ukraine gathered at the Oslo Summit to negotiate shared exploitation of the Arctic resources. Talks collapsed after Russia demanded privileged access, Norway refused, Germany proposed international administration, and Poland and Ukraine supported Berlin's position. Russia walked out of the conference, severely damaging diplomatic relations.

By 2127, the Arctic had become heavily militarized. Russia established permanent military bases throughout the region, while Norway deployed Quirk users specialized in polar warfare. Germany financed Norwegian defensive systems, and journalists began referring to the growing confrontation as the "New Cold War."

Tensions intensified in 2132 when Russian President Aleksei Volkov introduced the Volkov Doctrine, declaring energy resources essential for national survival and promising military retaliation against any threat. Russia dramatically increased military spending and partially integrated hero academies into the armed forces, conscripting thousands of students with Quirks.

The situation worsened in 2138 when unexplained explosions destroyed major pipelines connecting Norway to Central Europe. No perpetrators were identified. Russia blamed Ukraine, Ukraine accused Russian agents, and Germany demanded an international investigation. The mystery remained unsolved, but Europe's energy exports fell by forty percent, plunging the continent into recession.

In 2141, Europe split into rival blocs. Germany, Poland, Ukraine, and the Baltic states formed the Continental Pact, while Russia, Belarus, and several eastern allies established the Eurasian League. Norway officially remained neutral, though it increasingly cooperated militarily with Germany.

Over the following decades, militarization accelerated. Germany introduced mandatory national service for all Quirk users in 2149, a policy soon adopted by Poland and Ukraine. Russia responded with massive mobilization efforts. Secret clashes, such as the 2156 Svalbard Incident and the 2168 Kirkenes Crisis, brought Europe repeatedly to the brink of war.

In 2163, the traditional European hero system was abolished. Hero academies were transformed into military institutions, effectively ending the age of professional heroes across the continent.

The final collapse came after the destruction of the Norwegian oil platform Njord VII in September 2174 and the Murmansk Incident in February 2175, which killed hundreds. On March 1, 2175, unidentified hypersonic missiles and long-range Quirk users launched simultaneous attacks across Europe. Within hours, the continent descended into the War of the Last Resources.

The Russian Federation

The immense Russian military machine was the first to mobilize. Its doctrine is simple: crush the enemy through numerical superiority and soldiers with Quirks of mass destruction. Children with useful Quirks are recruited from the age of ten into State Combat Academies. There are no heroes. Only soldiers.

Conflicts:

- Russia vs. Ukraine: The animosity between these two nations dates back decades, predating the energy war. Russia seeks to control the Black Sea energy corridors and transport routes to Central Europe. Ukraine refuses to cede a single kilometer. Cities and industrial complexes lie between them.

- Russia vs. Norway: Russia claims a large portion of the Arctic and considers Norwegian sovereignty over oil platforms illegitimate. Naval battles between users of aquatic and cryogenic Quirks are frequent.

Ukraine

Devastated by decades of conflict, Ukraine has become a fortress nation. Its Quirk users are trained in urban warfare, sabotage, and special operations. The so-called Ghost Hunters are considered the deadliest forces on the continent. Their goal is survival at any cost.

Conflicts:

- Ukraine vs. Poland

Although they share common enemies, their relations are tense. Poland accuses Ukraine of conducting clandestine operations within its territory to secure energy routes. Ukraine accuses Poland of profiting economically from the conflict. Their alliance is fragile.

Poland

Situated between giants, Poland built the Vistula Line, an endless chain of fortresses and trenches powered by defensive Quirks. Polish society idolizes the "Guardians," soldiers capable of holding the front for weeks on end without retreating. For them, surrender is a betrayal of Europe.

Conflicts:

- Poland vs. Germany: Although occasional allies, both compete for political influence in Europe. Germany desires a unified Europe under technological leadership. Poland rejects any subordination. Numerous border incidents have occurred between the two nations.

Germany

Germany leads the way in military technology development. Combining Quirks with exoskeletons, artificial intelligence, and advanced weaponry, it created the Panzerhelden ("Armored Heroes"), super-soldiers capable of taking on entire armies. However, many Germans fear that their soldiers are losing their humanity.

Conflicts:

- Germany vs. Russia: This is the most dangerous rivalry in Europe. Germany fears Russian expansion westward. Russia sees Germany as the biggest obstacle to its domination of the continent. Europe's eastern border is riddled with fortifications and experimental weapons. Many analysts believe that a full-scale war between the two powers could destroy Europe.

Norway

Possessing the largest remaining energy reserves, Norway is the primary target of all world powers. The Arctic oil platforms have become floating fortresses, protected by cryokinetic Quirk users. The nation lives under permanent martial law. Every citizen knows how to use a weapon. Every fjord is a battlefield.

Conflicts:

- Norway vs. Everyone: Norway controls approximately 40% of Europe's remaining energy reserves. Therefore, virtually every major power wants those resources.

The EMA is the most prestigious military institution on the continent. There are several schools in Russia, Ukraine, Poland, Germany, and Norway. Its motto is engraved above the main entrance: "We are not heroes... here we are weapons." Cadets enter at age fifteen. Only 40% graduate. The rest die in training or on the front lines. Those who survive receive a new title: Quirk Special Operators. They don't fight for fame. They don't fight for recognition. They fight to ensure their nation is the last to run out of fuel. EMA also has different branches of study where students can graduate, namely aviation, navy and infantry.
