01// CONTEXT

Santa Muerga. A beautiful Californian city sitting right by the border with Mexico. Once praised as a idyllic, picturesque vacation spot, now turned into an urban hellhole, like most urban centers in modern day America.

Situated fourty miles north from the Mexican border in the basin between two mountain ranges that trap the smog, the heat, and everything else the city produces and cannot get rid of. Population? 2.8 million on paper. More than that in practice, because Santa Muerga has been absorbing the people that everywhere else stopped absorbing. From economic migrants, to cartel-displaced families from across the border, it is an overflow of a regional collapse that the state government has been describing as a managed transition for seven years while the city demonstrates what unmanaged looks like.

Now, Santa Muerga is a city in which three distinct power structures operate in open competition for territorial and economic control, in which the municipal government functions as a fourth power structure with less actual authority than any of the three, and in which the federal government's presence is represented almost entirely by the DEA's Santa Muerga field office, a Border Patrol sector command that has been under congressional investigation for eighteen months, and, as of seventy-two hours ago, a forward-deployed element of the Federal Bureau of Investigations Hostage Rescue Team.

The Santa Muerga's regional special weapons and tactics team, known as the Rapid Enforcement and Civil Threat (REACT) has been deployed all across the city, kicking down doors of common crooks, to heavily armed domestic insurgents. It's a dedicated tactical division equipped with military surplus hardware, rifle-rated armor, MRAP-variant vehicles, and drone surveillance assets.

The city has a geography that its power structures reflect. The port district and the industrial corridor running north from it belong to the Calle Roja cartel. While not officially, not in any document, but it's in the operational sense of who controls what moves through what territory. The eastern residential grid, Vargas Heights and the Mercado District, is contested between Calle Roja's (the main cartel smuggling in and out from the nearby border) street-level distribution network and the civilian population that has been organizing its own territorial defense for three years with decreasing success. The western corridor, the university district, the government buildings, and the media infrastructure, is the part of the city that still looks like a city from the outside and is the part that State Senator Diane Calloway has been using as the backdrop for a federal oversight campaign that has made her the most politically significant and most physically endangered elected official in Southern California.

02// FORCE ARCHITECTURE

SOVEREIGN COVENANT ARMY: A domestic extremist organization that has been building operational capacity in the western United States for four years under the FBI's Domestic Terrorism Division's active monitoring without achieving the threshold for direct action until seventy-two hours ago. The SCA's ideology is accelerationism, they do not have a political program in the conventional sense, they have a program for producing the conditions under which political programs become impossible, and Senator Calloway is their current instrument for that production. Her assassination, in their operational planning, does not achieve a political objective. It achieves a demonstration: that the federal government cannot protect its own representatives in a city that the federal government has allowed to reach this condition, which produces the crisis of institutional legitimacy that the SCA's ideology requires.

They don't have the cartel's resources, their numbers, or their territorial depth. But what they have is a specific operational capability, a four-person direct action cell that has been in Santa Muerga for eleven days, a target package on the senator's schedule that has an intelligence source the FBI has not yet identified, and a willingness to operate in Calle Roja's territory that suggests either a catastrophic misreading of the risk or a contingency that accounts for it.

They are currently held up in a compound deep within the city, known as the Mercado Commerce Building. Their plan is about to take effect, but the Federal government will do what it takes to stop the SCA. With a siege.

SANTA MUERGA POLICE DEPARTMENT: It's not a threat force in the conventional sense, it's a municipal law enforcement agency that is under-resourced, under-staffed, and compromised at levels that the FBI's corruption assessment has not finished mapping. The SMPD's tactical unit, the Rapid Enforcement and Civil Threat (REACT), is the only unit authorized to work alongside Federal forces in Santa Muerga.

03// FEDERAL BUREAU OF INVESTIGATIONS HOSTAGE RESCUE TEAM — OPERATIONAL CONTEXT

The FBI's Hostage Rescue Team is the federal government's only full-time civilian counter-terrorism and hostage rescue unit, the domestic equivalent of a military tier-one element, based at Quantico, Virginia, selecting from the FBI special agent population and training to a standard that the Bureau does not publish and that the selection attrition rate implies. HRT operators are special agents first and tactical operators second, which means they carry the full federal law enforcement authority of their agent credentials into every operation alongside the tactical capability that most law enforcement agencies cannot approach. The combination produces an element that can execute a dynamic entry on a barricaded subject, conduct sensitive site exploitation, testify in federal court on the evidence collected, and brief the Attorney General on the operation's legal framework, sometimes even in the same week.

HRT deploys nationally on federal jurisdiction cases: hostage situations, barricaded subjects, terrorism response, and protective operations when the threat level exceeds what the Secret Service or US Marshals can resource. Santa Muerga is a federal jurisdiction case because the subject being protected is a state senator whose safety concern is directly connected to federal criminal enterprises under active federal investigation, and a domestic terror organization under FBI monitoring, and because the Santa Muerga situation has been assessed by the SAC's (Special Agent in Charge) office as beyond the capacity of any local or state law enforcement element to manage without federal tactical support.

The forward element in Santa Muerga is twelve operators, two snipers, a crisis negotiator, a CBRN-qualified agent, and the SAC's representative on the ground; a supervisory special agent named Reyes who is running the command picture from a converted warehouse in the port district's least cartel-adjacent block, which is not as clean a location as anyone would prefer but is the best available option given that every other option routes through SMPD infrastructure.

PRIMARY OBJECTIVE: Federal forces are launching a siege on a SCA compound situated near the Santa Muerga Federal Building. Intelligence suggests that this was the spot where the SCA stashed all of their weapons, and equipment, and most of it's personnel. The HRT is joining the ATF, and REACT units in this siege.

SECONDARY OBJECTIVE: Neutralize the Sovereign Covenant Army cell and extract all civilian hostages alive. The cell is not assessed as amenable to negotiated surrender.

RULES OF ENGAGEMENT: Federal law enforcement rules of engagement apply throughout. Lethal force is authorized in defense of life; the hostages, the element, and any civilian in the building's vicinity who is in imminent threat from the cell. Covenant Army subjects who surrender will be taken into federal custody.

04// CHARACTER BACKGROUND

Backstory:

Nora Annaet was born in Portland, Oregon, to a father who served as a police officer, and a mother who worked EMS. She studied criminology and law at the University of Oregon, graduated with high honours, and applied to the FBI Academy at twenty-two and was accepted at twenty-three after passing her intensive polygraph test. She spent three years at the Sacramento Field Office working organized crime as a Special Agent, the specific Sacramento nexus where Central Valley agricultural crime meets cartel distribution infrastructure, before applying for HRT selection at twenty-six. Prior to this, she trained everyday for about a year to ensure that she passed HRT selections. Then, she passed selection. After selection, she underwent the New Operator Training School for about a year to learn advanced shooting, CQB, and field operations.

Now thirty-two, she leads her own element within the HRT's Silver Squadron, a dedicated assault team for the Hostage Rescue Team.
