THE SHEPHERD PROTOCOL
THE SHEPHERD PROTOCOL Classified Document – Level Omega Author: General Adrian Voss Date of Original Draft: 2017 A.E. Buried Copy: 2022 A.E.
Preamble
The world is weak because it is divided. Nations bicker. Alliances fracture. Progress stagnates under the illusion of peace.
For too long, we have pretended that harmony can be achieved through diplomacy and good intentions. History proves this false. Every golden age in Teravas has been forged not in comfort, but in fire, when a common enemy forced disparate peoples to stand as one.
I have spent decades watching the Azure Reavers grow. I have not merely watched. In small, deniable ways, I have guided their path. Not because I love chaos, but because I understand its necessity.
This is the Shepherd Protocol. The quiet architecture of unity through controlled adversity.
Core Thesis
"A world without a worthy enemy is a world that devours itself."
Left to their own devices, nations grow soft, corrupt, and inward-looking. Only the pressure of an existential threat can force them to transcend their divisions. The Azure Reavers are not an accident of history. They are a tool, crude, dangerous, but effective.
My role has never been to destroy them. My role has been to ensure they remain strong enough to threaten, but never strong enough to win.
Strategic Objectives
Maintain the Enemy The Reavers must survive. They must be allowed occasional victories, painful enough to enrage the public, but not so devastating as to break national will. Every successful Reaver attack justifies greater unity, greater military spending, and greater authority for institutions like the EIS.
Controlled Escalation When the public grows complacent, the Reavers must be permitted (or subtly encouraged) to strike bolder targets. When fear turns to despair, pressure must be applied to weaken them just enough to restore hope.
The Final Unification At the correct moment, when the world is exhausted but not yet broken, the Reavers will be allowed one final, catastrophic act. The resulting global outrage will create the conditions for a true Third Emberline War: a conflict so total that all major powers are forced into permanent alliance under a single, strong framework.
Post-War Order After the Reavers are eradicated (and they will be eradicated), the surviving alliance must be transformed into a permanent structure. A unified Teravas, disciplined, secure, and no longer vulnerable to internal division.
Methods (Select & Deniable)
Selective intelligence leaks
Delayed response times on certain operations
Quiet protection of key Reaver supply lines
Psychological operations to radicalize Reaver leadership when they waver
Elimination of Reaver moderates who seek peace
All actions must maintain plausible deniability. I have never acted for personal power. I act for the future strength of our species.
Final Warning
If this document is ever discovered before its time, it will be misunderstood. I will be painted as a monster.
I am not.
I am the shepherd who understands that sometimes the flock must be frightened into the safety of the pen.
The Laughing Flame does not fear the dark. It laughs, because it knows the darkness is what makes the light meaningful.
— General Adrian Voss "One enemy to unite them all."

If you are reading this note, then they have already found the first document.
That one was written to be discovered. Blunt. Arrogant. Easy to condemn. A lightning rod.
This second document is the truth I buried deepest.
Read it slowly.
Then ask yourself the question I have asked myself for thirty years:
Was I wrong?

The True Shepherd Protocol
Preamble
No empire has ever survived on peace alone. Peace breeds complacency. Complacency breeds decay. Decay invites collapse.
The Azure Reavers are not an accident of history. They are a necessary pressure. For twenty-eight years I have shaped their path, not through direct command, but through careful allowance. I have let them bleed us just enough to remind us we are mortal. I have removed their moderates when they sought peace. I have protected their supply lines when destruction would have been easier.
Why?
Because a world without a worthy enemy turns upon itself. Factions multiply. Grievances fester. Nations grow soft and divided. Only the presence of an existential threat can force disparate peoples to set aside their petty differences and stand as one.
The Reavers are that threat.
Strategic Vision
Cultivation — Allow them to grow strong enough to be feared, but not strong enough to win.
Escalation — Permit spectacular attacks that unify public will and justify greater authority.
Catalyst — At the precise moment, allow one final, unforgivable atrocity. The kind that shocks the world into total unity.
Purgation — Once the world is united against them, the Reavers will be annihilated completely.
Reconstruction — From the ashes, build a stronger, permanent alliance, one with real authority and long-term vision.
I do not expect gratitude. When this document is eventually discovered, I will be called a traitor, a monster, or a madman.
Let them call me what they will.
I am the shepherd who understood that sometimes the only way to save the flock is to let the wolves grow strong enough that the flock finally chooses to stand together.
The Laughing Flame does not fear the dark. It laughs, because it knows the darkness is what makes the light meaningful.
