Babel was founded during the reign of Theresa who was anointed to become the "King of Sarkaz" since the eastern crusade of 898 and the subsequent third disintegration of Kazdel. Because Theresa highly values education and public welfare, she established the Babel institution as an international medium to communicate with other nations and reconcile the deteriorated relationships between Sarkaz and non-Sarkaz Terrans. In her vision, Theresa hopes that a Sarkaz uniting the Terrans regardless of races to face common threats and build a better society. In its early years, Babel focused on building public infrastructure such as schools and mobile farmlands. They sought collaborations with foreign companies from Sargon, Rim Billiton, and Columbia for technological transfer in exchange for their allowance to study Sarkaz Originium Arts.
