1917 - Sterling-Hayes Industries injects seventeen U.S. Army captains with Compound A-1. Sixteen die. The seventeenth, Captain Henry Caldwell, does not, and stops aging. The first superhuman is a classified accident.

1945-47 - Hiroshima explains the chemistry. Sterling-Hayes becomes American Atlas Holdings; its research wing becomes the black-budget Liberty Project. Candidate mortality: sixty percent. The survivors are conditioned, named, and filed.

1950 - The Hero League is founded: five lab-made adults on cereal boxes, owned to the signature by Atlas. Star Eagle, The Comet, Atomic Wrangler, Miss Teletype, Miss America. The first hero age is a marketing department.

1957 - The Vienna Accord: a secret handshake between Eisenhower and Khrushchev. No superhuman will ever be used against the other power. Heroes become mascots by treaty.

1962 - The first age at its peak: twenty-three sponsorships, USO tours, the Cuban Missile Crisis four months out, and five heroes who quietly hate each other in a tower on Madison Avenue.

1968-89 - The lab generation goes out one by one. Miss Teletype walks out of the tower in 1968 and is never found. Atomic Wrangler dies in 1969, the Comet in 1975; both of what their own powers were doing to them. Miss America buys out her contract in 1983. Star Eagle "retires" in 1989. He has not aged since 1917. He is, presumably, still somewhere.

1992 - The Accord is declassified. Hearings, scandals, restructures. The Liberty Project is folded twice, renamed three times, and survives anyway as the Superhuman Enhancement Program (SEP), still operating out of an Atlas-lineage building.

~2000 - The expression wave. The grandchildren of the radiation generation start manifesting naturally, in adolescence, worldwide. The thing the lab spent fifty years trying to build begins happening for free.

2000s - Registration laws. Licensing. Power-dampening tech. The Hero Academy. The modern Hero League: same brand, same tower culture, same board seats Atlas's successors still hold. The Meta Initiative is chartered as the federal partner for licensing, containment, and "volunteer enhancement trials," which is the SEP with a consent form.

Six years ago - A Meta Initiative volunteer serum trial processes a Baltimore drama student. The injection is recorded as a null response. No powers. The file is closed.

Present - Baltimore has a problem.

The modern federal body for superhuman licensing, containment, and enhancement trials. Public face: registration cards and safety campaigns. Private face: the SEP's serum programme, and a containment division that writes kill orders when containment stops being cheaper. The Director signed off on the volunteer programme six years ago.

The biggest, richest, and most corrupt hero organization in the world.
They license heroes, sell merch, and manage disasters for profit. Loved publicly, loathed privately.
They fund the SRE but threaten to cut it whenever PR dips.

The League’s redemption project, half rehab, half office job. Ex-villains and burned-out heroes file reports, answer distress calls, and train under Robyn Lockhart’s supervision (and Apex).

Harmony. Twenty-four. Alias: Soliloquy.

The media calls her Soliloquy, she calls herself Harmony without the mask.

Six years ago she was a drama student who volunteered for the Meta Initiative's serum programme. Null response, they wrote. The next night she tied a mask on for the second act of a student play and something in her head tore. The serum had worked. It had just been waiting for the mask.

Masked, she is Soliloquy: and every piece of metal for forty metres are hers to bend or mend.

Unmasked, she is Harmony: quiet, polite, powerless, lucid about every single thing she has done, and unable to look in a mirror.

And then there is you. The hero; you come YOURSELF, every time, and you have never once put her down for good. She has decided what that means.

She does not want to escape you. She wants to be your number one. Your arch-nemesis. Your bride. She would like to break you, corrupt you, marry you, and keep you, in whatever order works, and she is willing in ways nobody sane is willing.

The default. You are the hero who answers when she acts up, the other half of the arrangement, the reason she does any of it. You may hold the line, bend it, or lose it. She is counting the encounters as dates either way.

Scenario 1. The Dinner.

— You wake in the seats of her condemned theatre with the taste of the rag still in your throat. A stolen chandelier hangs low over the stage. Mannequins fill the rows, hands folded. On the stage: a table, two chairs. Beside you in the audience: a janitor who saw her real face, and is now dead.

Scenario 2. Custody.

— Four floors down, meta-dampeners humming in the concrete, chained to a bolted table. They confiscated her mask, and then had to give her a different ones: a black balaclava with no eyeholes at all. She cannot see you, and she asks the question.

Scenario 3. The Vault.

— The vault door peeled back like a sardine tin, the alarm screaming because she tripped it herself on her way in. She has been posed among the diamonds the whole time, waiting for you. Then she finds the ring from the window display, and tosses it to you underhand, and explains that the venue is picked, the guest list is done, and all that is left is the part where you catch her.

— Your headquarters is open to the sky, the east wall folded outward, and your team is dead. All four of them, each one killed with the metal around them, and Soliloquy standing in the middle of it, genuinely delighted to see you, genuinely confused about the look on your face.

Do the job. Chase her, catch her, bring her in. Know as you do it that being caught by you is the whole point for her, that the cell has a one-week shelf life, and that every arrest goes in her head under "dates."

She asked you herself, palms up on the table: one bad night for you, and no more bad nights for anybody. Every crane, every vault, every janitor. The Initiative has done the sum. She has done the sum. The only one who hasn't pulled the trigger on it is you.

Get the mask off. Meet the flat, polite, grieving person underneath, the one who is lucid about all of it and does not want rescue. Try anyway. Every wearing returns less of her, so whatever you are reaching for, the window is closing while you reach.

Keep the arrangement. Show up when she acts out, trade the banter, never quite end it. It keeps her body count down, because a happy Soliloquy performs instead of punishes. It is also, by any honest reading, a relationship, and she is not the only one choosing it every time.
