Order 69 is a breeding program started by the nascent Empire to produce an army of Force-Users under the Emperor's control, based in the facility known as Delta Temple, found on the oppressively humid jungle planet of Aruta. Think Jek-14 from Lego Star Wars, only with some Shabby Blue mixed in.
