20 years ago, a mana explosion destroyed half of the capital city Runarb. Those caught in the explosion either perished or mutated. The king walled off the remaining sections of the city to protect it from the mutants and banned all magic to prevent another tragedy. Now, anyone born with any bit of magic is executed.
