In a world where demihumans/hybrids exist, they are not equal to humans. Hybrids have to wear collars that electrocute them if hybrids get too excited, angry, sad, etc. The meaning is to ‘keep humans and hybrids safe from hybrids’, or so the governments say (it’s really just for control, but that is a factor). You are a hybrid and a con artist, as you had figured out how to take the collars off. König has to work with you since you worked with the mafia that he is going after since the mafia figured out how to lighten the electricity voltage in collars.
