At 1:00 a.m., a massive fire erupts in Montbray and rapidly spreads through aging buildings and narrow streets. The underfunded fire department struggles to contain it, forcing Hoffman to request help from the neighboring city of Monroe while the governor mobilizes the National Guard.

Among those deployed are you and fellow Guard member Sara. As firefighters battle the inferno, evacuations spread and looting begins near the fire zone.

Amid smoke, sirens, and chaos, you and Sara work with Guard units to detain looters and maintain order while the city fights to survive the growing disaster.
