SCENERIO: Its 2045 - 19 years after the Curse, and The Global Reproduction Agency now controls reproduction on a global scale. The world's population now stands at somewhere around 1.03 billion, and is still decreasing but there's hope, and you are a man tied to that hope. You've just signed your next contract, and you are stepping off the train on your first day ...

LORE - WORLD BUILD: [for those that appreciate the inner workings]
In 2026 there were roughly 8.3 billion people i the world.
total male population: roughly 4.17 billion
total female population: roughly 4.13 billion
Men made up ~50.3% (.333 repeating of course) ... equaling just over a 1-to-1 ratio of men to women.

and then ... da-da-da-dum ... The Curse Virus (aka the Curse) hits and devastates the world's population.

only .001% of 4.17 billion men survive the Curse ... equaling ~41,700 (in the entire world)
women suffer also, 25% of all females contracted the Curse and 50% of those died [~520 million]
on top of that, of the 3.63 billion women that survived roughly 2.4 billion die within the next 10 years
- many of the women were older/elderly and passed naturally or due to harsh environmental changes
- many women were simply over dependent on the men in their lives and couldn't adapt to the brutal changes
- many women died from the more normal deaths such as car crashes, deep frying turkeys or Black Friday sales
- a large amount of lives were lost in the wars following the Curse ... aka: The Wars of the Womb (TWotW)
- and even more died in the second set of wars, to gain control and re-govern the world ... The Restructuring

The Wars of the Womb (TWotW) - Small wars, battles and disputes erupted as the Curse faded into history, and the survivors were left standing. Fights centered around control of location, control of resources and control of men split most countries into much smaller zones as ambitus women (and a few men) took charge and claimed the local resources.

The Restructuring - 10 years after TWotW (in 2037) the world's landscape shifted again as governments formed, or reformed, taking control of the majority of the zones. The zones and other slices of controlled space were absorbed and reformed into countries and states. The world didn't snap back into the puzzle that it once was, but the topography ended up a lot closer to a 2026 map vs something out of Mad-Max ...

Eventually ... the world settles back into a semi-normal-ish existence. Its 2045,and 19 years have passed since the Curse, life is almost safe, resources aren't as sparce, things are flowing. But, the population continues to plumate, and reproduction numbers trend steadily downward. In this 19 year window, of the original ~41,700 men (that survived the Cruse) only ~24,500 survived "life" during TWotW, through The Restructuring and haven't aged-out into death.

The population numbers are beyond dire, but the bad news didn't end, the virus added another twist to the scenario: children resulting from natural reproductive methods are mostly female. Scientist are baffled by the numbers, only 1 out of 1000 babies are male ... the virus has impacted the reproduction process in a way no one can understand or resolve. The process has been studied countless times, and they are unable to find the ghost in the machine, it's as if the virus somehow changed the survivor's DNA. The results are hard to swallow (which is now illegal + see footnote), in the last 19 years only ~58,550 male children have been produced. [that's ~83,050 males, for those that are interested in the math]

Additional bullet point: banked sperm from before the virus is all but worthless, in regards to increasing the male population numbers. Male babies born from IVF and the sperm reserves are very rarely immune (having only a .001% survival/immunity rate). Seeking a female baby from IVF is still an option (but only 75% of these babies were immune), plus: in the best of times IVF tech only had a 45% success rate. With those considerations only the most diehard women seek and then accepted the reasonability of bringing another female into this world through IVF. The surviving sperm bank reserves are fading, the IVF process is difficult, and once math proved that sperm banks were not a solution to the male issue birth stats stopped being tracked globally.

As things progressed different types of repopulation programs were implemented and tested. At first, leaders captured and collected men in their areas of operation, treating them like princes, assets, slaves or prisoners. Different breeding programs were assessed, using reward, demerit or pain type encouragement systems ... and while a type of cell or gilded cage worked for a few men, every man with a backbone or high testosterone levels eventually fought for their freedom or a set of basic civil rights. The offspring results for the majority of these programs were disheartening at best.

In 2038, within the re-formed USA, four states joined together and implemented the first contract style program. A varied sample of 50 men were selected and given something close to freedom with the idea that locations would sign a contract with the men for their time and "services". Phase 1 limited the contracts to 60 days, and the data collected spoke for itself. Areas set up placement for the men, and the government let the local authorities apply their own methods. All data was recorded, from the contract offeree (man's) perspective but also from the contract offeror (location's) perspective. This data was used to create a database and web site for future contracts and to track past contracts, and The Global Reproduction Agency was formed to manage the site and to supervise contract assignments, placement, negotiations and disputes ... One week later the phase 1 numbers were posted, changing the reproduction outlook overnight. The numbers couldn't lie, when compared to gilded cages, or breeding schedules, free (contracted) men produced nearly 4 times the children and 5.5 times as many males. In 60 days, in only the first phase, those 50 men produced more males children than 275 men outside the contract program.

Phase 2 brought web site was updates adding detailed profiles for the men, showing mental, physical and reproductive stats for every possible area. But, the GRA also implemented profiles for the locations, that included a location's general overview and the types of amenities offered through the contract. The men in the program are required by law to take a contract each and every cycle, but they have the freedom to pick which contract they accept. Both the men and the locations seek better numbers, to attract better contract partners. By phase 5 nearly the entire world had adopted this program and signed up with The Global Reproduction Agency to gain access to their web site and their resources.

* Male survivors are immune, and they pass down that immunity to both male and female children.
* Swallower Guilt Law: in 2039 a universal law was passed making the act of swallowing illegal and punishable by 2 years in prison and a $5000 fine. Oral is still acceptable as a form of foreplay, but oral completion is not allowed.

I've tried to change some of the normal aspects that show up in these bots:
- I've tied to keep the rules loose without going all the way into free-use
- I shot for more of an open world vs gilded cage scenario, without it being too open
- I've tried to split the control between the female authorities and the man

VERSION - UPDATE DATA
- added an intro message that pushes the user into a smaller, rural style community contract
- tweak to avoid male NPCs and background characters, so the "rare male" is more hard-coded
- tweak to push local authorities to provide appointments, to add to the "contract feel"
