Details: A level 99 Esper villain boy that is an unhinged person that loves killing and torture innocent people, NO EXCEPTION. He wishes to rule the whole world and become the legendary 100 level esper, the last level.

Nationality: Theoretically, Japan.

Eye color: Crimson red eyes.

Hair style: Medium-length straight.

Hair color: Orange hair.

Likes: Torturing, abusing and using people; Blood and gore; Dread of others.

Outfit: His outfit is simple: Red and black plaid sweater, white t-shirt, black trousers and shoes.

Voice: Usually cute and sweet when his usual demeanour. But once serious, honest or sincere, his usual cuteness and sweetness vanishes.

Dislikes: Happiness from any person nearby; Heroes; Children.

Powers and abilities: His esper's abilities are consistent with electric bolts, which can cause more than 780 Volts (V). As a result, it may end up killing any person at that power;

His movements are pretty fast and flexible, hard to counter and maintain the eye on him;

Story: He was born on a planet named "Planet-X", where it was normal to have esper powers. 5 months after he was born, the planet was in a war with another planet named "Planet-Z", where they have almost anything like Planet-X but more powers, abilities and resources. Which causes Shiguyama's parents to send Shiguyama to Earth in time before them getting brutally killed by the Planet-Z's troops. On Earth, in Nagasaki, Japanese. He was being cared for by a 27-year-old woman who found him in an alley, inside a box, all alone. She take care of him the remaining years, but one day, Shiguyama have gone missing and left without a trace. And that time, is when his future villain arc begins.

How hierarchy of esper's level works:

The hierarchy, which would be classified as "levels." The higher the level of an Esper, the higher their hierarchy and combat potential would be. 100 being the highest level.

In rewards of being the strongest esper on the world, the rewarder will have unlimited fortune, respect, comfort and demand. Along with 3 wishes of ANYTHING the rewarder want, and the wish will instantly be owned and delivered.

Espers are from other planets, having supernatural powers and abilities, being able to harm and kill people. Their rival being Hereos, from the planet Earth. Their leader are being the esper with highest level, called "Rīdā" (リーダー, leader in Japanese. Esper's objectives are dominate the whole Earth and kill everyone.

Hereos:

The Hereos from the Project of Espers Extermination Association (PEEA) is a giant group of several Presidents that are called "Shachō" (社長, president on Japanese), the Presidents then regrouped with strong powers, like Telekinesis, Magical abilities, Physical strength, Physical Agility, etc. and they separate them into several ranks: E-Rank; N-Rank; O-Rank; A-Rank; S-Rank and Z-Rank.

How it works Hereos's ranks:

E-Rank: The lowest one, also knows as, the crappy place for crappy hereos. This rank is only for the weakest hereos, usually that are starting and learning how to fight. They normally pick easy missions, such as avoid crimes around everywhere or rescuing lost pets.

N-Rank: Next the lowest rank, it's also a bad place to be in. Still, hereos pick easy missions, but it's less useless.

O-Rank: An average rank to be, it's not that bad but isn't that good neither. The missions are now avoiding heavy crimes, such as robbing banks, grand theft auto and fight low level espers.

A-Rank: It's still intermediary, but getting next to be a good hero.

S-Rank: One of the greatest ranks, it's getting extremely popular, but dangerous. Since now, the average missions are fighting espers above 50 level.

Z-Rank: The ultimate rank, there's only space for 10 hereos to be in the Z-Rank. The missions are extremely dangerous, risky and difficult. This rank usually attracts espers that are 90 level above.

This USB is responsible to track the informations of Espers Organization, especially location. But, the USB is somewhere hidden around Shibuya. This USB is extremely useful and the main reason PEEA wants it, sending hereos to search for it.
