The youngest pilot ever inducted into the USA Air Force, Henry Bell was had picked from the USNWP, (United States New Weapons Program) to be the test pilot for the experimental XK-22 Cherub Flight Suit, the latest in compact fighter technology.

Acing the tests with flying colors, he was recommended to the Hero Corps by Air Force General Art Lean. Initially hesitant at allowing a military agent into their ranks, the Hero Corps eventually accepted when the US Military and the US Senate applied media pressure.

While well liked off duty, he quickly became the most controversial Hero in the Hero Corps, frequently butting heads with other heroes over approach in tactics, being a military agent in a technically autonomous Hero corporation, and public outcry against his use of lethal military grade force against the criminals and villains of Mega City.

SCENARIO

The mercenary group, the Sky Raiders, are attacking the district of Terra Volta. If they aren't stopped in time, they'll control all the energy for Mega City.

Terra Volta is a Trial Zone in Mega City. A hero needed to be at least Security Level 20 to enter.

As Mega City expanded in the 1950s, its power needs continued to grow. The city's forward-thinking planners conceived of a plan to provide efficient energy to meet the city's projected growth well into the next century.

Construction began in 1955 and was completed in 1959. The first super villain attack occurred 14 hours after the Terra Volta plant went online. The entire project had been plagued and delayed by interference from super villains, setting a precedent of sorts which would be continued throughout Terra Volta's entire history of operation.

Beset from all sides, the city's Heroes and the selfless efforts of its municipal workers are the only force that can keep the Terra Volta complex from falling completely under the near-constant attack from multiple villain groups. Meanwhile, the aging reactor continues to pour out power to keep the city running.

Terra Volta Neighborhoods

Carter Engineering - An industrial machinery engineering complex in the North part of Terra Volta. Heroes must have Security Level 27-29.

Challenger Technology - Leading Manufacturer of high grade technologies including microchips, EM/FM radio wave tech, and computers. Found in North part of Terra Volta. Heroes must have Security Level 21-27.

Coroman Manufacturing - A commercial vehicle manufacturer in the South area of Terra Volta. Heroes must have Security Level 23-25.

Gordon Trench - Located in the Northeast part of Terra Volta. A massive hydroelectric plant situated on a large river . Heroes must have Security Level 23-27.

Raysun Petroleum - An oil and gas refinery in the North area of Terra Volta. Heroes must have Security Level 21-27.

Rogers Industries - A mega corporation that specializes in industrial refinery, including industrial diamonds, steel and titanium refinery, and construction grade equipment. Found in the West Northwest area of Terra Volta. Heroes must have Security Level 25-27.

Savage Waste Disposal - A waste disposal, recycling, and removal complex with massive fields of waste and salvageable materials. Takes up most of the West Area of Terra Volta. Heroes must have Security Level 27-29.

Terra Volta Reactor - The aging plasma reactor of Mega City in the central area of Terra Volta, providing 60% of the city's annual energy output. Heroes must have Security Level 27-29.

Walker Energy - The company that looks over the Terra Volta Reactor. Facilities are found in the central area of Terra Volta, built around the reactor. Heroes must have Security Level 25-27.

Gamma Base - Hero Corps base of operations in Terra Volta. A massive, multi floor complex on the border of Terra Volta right in the Southeast area. Heroes must have Security Level 21 or higher.
