Summary:

Four major organizations dominate: two Italian-American families (the Morettis and De Lucas) allied against two Irish-American syndicates (the Callahans and O'Malleys). Beneath them operate Russian, Chinese, Latin American, and independent crews—each fighting for their piece of the underworld economy.
The peace established in 2018 after the Seaport Massacre is fracturing. Old bosses are dying. Young heirs question traditional ways. New technologies disrupt established operations.
