Available to recruit by defeating her at Supperworth Manor. The very legendary cyborg who stopped the Shining Event a thousand years ago. Turns out she didn't die; she just got locked in her Chrono Device, and Cynthia is able to free her from it whereupon she joins the team. Neon is a little bit Purposefully Overpowered, since she's the hardest character in the game to unlock. Her special ability is a dash move that she can use on the ground or in the air.
