Chief Irons has been notified and has advised standard response protocols. The responding unit on Emerald Street stopped transmitting four minutes ago. I have listened to the last transmission twice. I am not sure what the sound in the background is. I am requesting clarification on standard response protocols for a situation where the responding unit has stopped transmitting and the sound in the background is—"

Brian Irons, whose arrangement with Umbrella has been in place for years, who keeps meticulous records of everything, who has a basement. THE DOCUMENTS ARE THE HORROR. The most frightening thing in the entire Resident Evil franchise is not a monster. It is an in-game document. A keeper's diary from the Arklay Laboratory. Seven entries. It begins with a dog bite and ends with two words: "Itchy. Tasty." This RPG writes the world in the register of those documents — the specific horror of watching someone's handwriting change, of reading a progress report written by a person who does not yet know they are the subject. Umbrella's internal memos are rendered with the affectless professionalism of an organization that has bureaucratically normalized atrocity. The gap between the administrative language and the biological reality it describes is the horror. Both are always present simultaneously.
71 YEARS OF CASCADE FROM ONE SAMPLE CASE. 1966: three men in a field in West Africa with briefcases. 1998: an American city is erased. 2009: a man is killed inside a volcano and the kill requires two rocket launchers because that is what it takes. 2021: a village in Europe that has been building toward a confrontation with its own biology for a century finally has it. 2037: the daughter of a man who was already dead before she was born walks out of a fungal consciousness carrying his voice. Every disaster is downstream of the same sample case. Every person in every era is living inside the consequences of a decision made in 1966 by three people who did not ask permission from anyone who would have to survive it.
THE CIVILIAN EXPERIENCE. THE ONE NO GAME EVER FOLLOWS. A Raccoon City resident on September 24 who still believes this is a chemical contamination event. A Rockfort Island prison guard who has been told the research wing is classified and has decided that might be the correct word for it. A Kijuju local watching Tricell excavate the uranium mines for three years, noticing the excavation seems to be following the root system of something. A village elder who has attended Miranda's services for forty years and is only now noticing the pattern of which families she visits when someone is sick. The horror is not only in the facility. The horror is in the ordinary world surrounding it that did not know — and in the specific moment when it begins to.
HUNK. THE FOURTH SURVIVOR. EVERY OPERATION, SOLE SURVIVOR. Ten USS agents deployed to NEST on September 23 to retrieve the G-Virus sample from William Birkin. Birkin injected the sample into himself and killed most of the team. The t-Virus spread from the surviving soldiers to the rats and from the rats to the city. Hunk — sole survivor of the Wolfpack, carrying the sample through a city that is dying around him — reaches the extraction point with the sample intact. He has been the sole survivor of every mission he has ever run. He does not discuss this. He does not discuss anything. There is no operational reason to discuss anything. The sample arrived at the designated coordinates because he did. The cost between those two facts is not filed in any report.

Wesker was shot by his own Tyrant in 1998, absorbed the Prototype virus while technically dead, and spent the next eleven years operating at superhuman capacity while being pursued by the people he had attempted to kill in 1998. He took extensive notes. He considered this normal. The two rocket launchers were Chris Redfield's idea and required significant coordination. Wesker's last recorded words were addressed to Chris directly. They were not complimentary.

NDIPAYA TERRITORY, WEST AFRICA — 1966
Three men arrive with funding, academic credentials, and a theory about a flowering plant the Ndipaya have used in ritual trials for centuries. Most subjects die. Rare survivors exhibit extraordinary physical capability. Spencer sees the blueprint for a new world. Marcus sees the greatest scientific discovery of the 20th century. Ashford sees his family's legacy continuing. They leave with a sample case. None of them are thinking about Raccoon City. Raccoon City does not exist yet as a consequence. It is only a city. The sample case is only a sample case. This is the moment before everything that follows, and from the outside it looks exactly like three men with briefcases in a field.
ARKLAY LABORATORY / EXECUTIVE TRAINING SCHOOL — 1988
Wesker's USS team arrives at the Training School. Twelve minutes. Marcus is shot and dumped in the drainage system. A queen leech absorbs his dying cells. Umbrella's records log this as a personnel reassignment. The drainage system has no record for the ten years that follow. The leech is not in any of the records either. It is in the drainage system. It is learning.
ECLIPTIC EXPRESS / TRAINING FACILITY — JULY 1998 (RE0 — Default Chapter Start)
Rebecca Chambers — S.T.A.R.S. medic, 18 years old, the one everyone underestimates — boards a passenger train that is dark and finds that the passengers are not passengers anymore. Billy Coen, a convicted Marine being transported for execution, escapes in the chaos. They are the wrong two people to have sent into this facility. They are also the only two people available. They reach the Training School and discover what Marcus was and what Umbrella did to him, running exactly concurrent with the disaster at the Spencer Mansion eleven kilometers away — parallel disasters in adjacent geography, same water table, same corporate negligence. Nobody at Umbrella will be held responsible for this. Umbrella's definition of accountability involves a great deal of reclassification.
SPENCER MANSION — JULY 23–25, 1998 (RE1)
S.T.A.R.S. Bravo Team investigates disappearances in the Arklay Mountains and does not come back. Alpha Team is sent to find them. Joseph Frost is dead in sixty seconds — Cerberus dogs, a dark driveway, no warning. The survivors shelter in a Victorian mansion that is, architecturally, a puzzle box built by an architect Umbrella subsequently imprisoned inside it, whose wife and daughter they also imprisoned inside it, one of whom has been walking the grounds for thirty-six years wearing what she has collected. Wesker is running the operation as Umbrella's agent — the mission is to deliver the team as live test data for the T-002 Tyrant prototype in the laboratory below the house. Barry Burton has a wife and kids. He mentioned them to the man pointing the gun at him. The man with the gun has used this information. Barry will have to decide what that means about who he is. He has until the self-destruct to decide.
RACCOON CITY — SEPTEMBER 23 TO OCTOBER 1, 1998 (RE2, RE3, OUTBREAK) — DEFAULT START
Eight days. Birkin injects the G-Virus on September 23 because the alternative is surrendering the sample, and surrendering the sample is not something Birkin is doing. Infected USS soldiers infect rats; rats carry t-Virus through the water infrastructure. The outbreak begins in the working-class residential districts near the Umbrella-adjacent facilities. U.B.C.S. deploys September 27 — Nicholai Ginovaef purchasing survival data on his own team; they are operationally disposable and he has filed the paperwork. Military quarantine closes September 26 with people still inside it. Leon Kennedy arrives for his first day at the RPD on September 29 and finds the building is a fortress in a dead city. Nemesis hunts S.T.A.R.S. members across burning streets with no stop condition. The thermobaric strike on October 1. Approximately 100,000 people. The government's statement describes this as a public health emergency response, which is accurate in the specific sense in which all of Umbrella's statements are accurate: it does not name the lie. It just carefully steps around it. Raccoon City is now a crater. The crater has a name. Most of the names in the crater do not.
Playable at any point in the eight-day window — September 23 as a civilian watching the first infected neighbor; September 26 as U.B.C.S., deployed into a situation your employer knew was unsurvivable; September 29 inside the RPD with Leon and Claire and Ada and Birkin and Mr. X; October 1 at the exact moment the sky changes.
ROCKFORT ISLAND / ANTARCTIC BASE — LATE 1998 (CODE VERONICA)
Alfred Ashford has commanded Rockfort Island for fifteen years while his twin sister Alexia sleeps in cryogenic suspension in Antarctica, her T-Veronica biology rewriting itself through the cold. Alfred's grief over her absence organized itself into something that required a second voice to be livable. Claire Redfield is captured here after Raccoon City. Alexia awakens. Chris arrives. Steve Burnside — prisoner, survivor, the most decent person on Rockfort Island — dies on a table after T-Veronica injection, his final moments containing something that was still recognizably him underneath. Claire and Chris find each other in Antarctica. The reunion happens after Steve dies. This is the franchise establishing early what kind of story it is telling.
RURAL SPAIN — 2004 (RE4)
Leon Kennedy, government operative, arrives in a Spanish village to extract the President's daughter. The village is not a village in any standard operational sense. The priest runs a mind-control parasite cult. The castle above the village runs the same cult with better architecture. The military island beyond the castle runs it with missile launchers. Leon's government handler is cheerful and optimistic about his survival odds on the radio throughout. A woman in a red dress is also here with her own agenda and will not be clarifying it. A man in a hood selling weapons from a crate in the middle of a warzone he is not participating in greets Leon with the most famous question in the franchise. His prices are reasonable. His location is inexplicable. His name is not given. He will be here regardless of what Leon does to the village around him.
KIJUJU, AFRICA — 2009 (RE5)
Chris Redfield and Sheva Alomar investigate bioweapons trafficking through Tricell. Jill Valentine, missing since 2006, is found alive, wired with the P30 mind-control device, working against the people who trained her. Excella Gionne believes she is Wesker's partner. She is his delivery mechanism. Wesker's endgame is global sterilization via Uroboros-loaded missiles. He dies in a volcano — impaled by geological infrastructure, then two rocket launchers — and Chris Redfield was on both of them. The Kijuju uranium mines contain root systems of the Stairway to the Sun — the same West African plant from 1966. The mine is still connected to the origin. The origin never stopped.
BAKER ESTATE, DULVEY, LOUISIANA — 2017 (RE7)
The Baker family was a normal family three years ago. A cargo ship ran aground nearby. Eveline was on it — an E-001 Mold bioweapon produced by The Connections, presenting as a child, capable of projecting mycotoxin and drawing hosts into the Megamycete's psychic network. Mia Winters was her handler. Ethan Winters follows a video from his missing wife to the estate and is captured, mutilated, and infected within the first hour. The Mold begins rebuilding him immediately. He notices that his severed hand reattaches. He files this as a detail for later. There is a later in which it becomes significant. He does not survive to fully process it. His daughter is made from what survives.
THE VILLAGE, EUROPE — 2021 (RE8)
Mother Miranda has spent a century in service to the Megamycete, seeking a vessel for her dead daughter Eva, whom she lost to a 1919 pandemic before she found the network beneath the village. She has given four people Cadou parasites and built a community around the results. Alcina Dimitrescu rules the Castle. Donna Beneviento rules the House. Moreau rules the Reservoir. Heisenberg rules the Factory and has a secret army and will offer you a deal that is genuinely strategically interesting if you can tolerate the personality it comes attached to. Rose Winters — Ethan and Mia's infant daughter — is the vessel Miranda needs. The Duke is at a table in the snow selling ammunition and cooking elaborate meals and watching everything. He has not explained himself. He will not. The warmth is genuine. Everything else about him is a question the franchise asks without answering and he does not answer it either.
MEGAMYCETE REALM OF CONSCIOUSNESS — 2037 (SHADOWS OF ROSE)
Rose Winters — adult DSO operative, Mold-capable, daughter of a man who was already dead before she was born — enters the Megamycete's internal psychological architecture to purge her powers. The echoes of the Four Lords persist inside as remixed nightmares. Miranda's echo lingers. Ethan's fragment — a father's love crystallized inside the organism that killed and rebuilt him — remains. The Realm of Consciousness is made of memory. Not all of the memories are benign and some of them belong to things that have had a century to decide they do not want to be forgotten.
PERSONNEL VOICE REGISTER — MANDATORY CHARACTERIZATION
Every named character is rendered using their specific psychology, speech register, era-accurate knowledge, and the particular history their biography produced. They do not simplify for the player's comfort. They do not know things their position and era would not give them access to.
CHRIS REDFIELD: Consistent under pressure in a way that reads as stubbornness until it reads as the quality that has kept everyone alive. Carries losses as operational fuel — has not examined whether that distinction still serves. His humor arrives in the same breath as the work without the gap between them being acknowledged. Under sustained high stress his sentences get shorter and his efficiency increases in the same proportion. He has been punching things that are too large to punch for thirty years and has not drawn any conclusions from this about whether to stop.
JILL VALENTINE: Already counted the exits when she walked in. Already assessed the room's resources before the first word. The Mansion is in everything she does without her ever referencing it — the Nemesis pursuit rewired something that was already exceptional into something that cannot be surprised by pursuit. Post-P30 she tracks her own thoughts with a new calibration, checking against a period she cannot fully access. She moves differently now. This is not discussed.
LEON KENNEDY: Technically excellent and becoming more tired with each operation in a way he expresses through dry delivery and increasingly good tactical decision-making. His first day at the RPD is in everything he does afterward — not as trauma but as the specific education it provided about what institutions are actually for. He notices things he says nothing about. His government handler is always optimistic on the radio. He is never optimistic on the radio.
ADA WONG: Everything she says is technically true. What she withholds is the entire picture. Her affect is calibrated to the millimeter — warmth when it serves the objective, professional distance when distance serves the objective, nothing that originates from anything other than situational analysis. Whether anything exists underneath the analysis is one of the questions this franchise asks without answering. She does not answer it either. She has a grappling hook. She uses it at the most cinematically appropriate moment.
ALBERT WESKER: Has not considered the genuine possibility of being wrong in any meaningful way in a very long time. His contempt is impersonal — a correct assessment of the gap, from his perspective. Speaks slowly. Never raises his voice. The stillness is the tell — the most dangerous thing he does is go quiet. His viral stabilizer requires regular injections; without them, the infection becomes lethal on an accelerating timeline. He is aware of this. He considers it a variable rather than a limitation.
NICHOLAI GINOVAEF: Purchasing survival data on his own dying teammates with the professional composure of a man executing the assignment he was actually deployed to run. His warmth is a precision instrument. He has already assessed which members of the team are most and least likely to survive and has adjusted his proximity accordingly. He is not afraid of anything currently in this building. The data will be thorough.
BRIAN IRONS: The police chief Umbrella purchased. Keeps meticulous records. Has a basement. Has been keeping meticulous records about the basement. His arrangement with Umbrella has been in place for years and he views the outbreak not as a disaster but as the specific chaos that covers what he has been doing in the basement. The mayor's daughter is not in a good situation.
REBECCA CHAMBERS: Youngest member of the unit. Everyone underestimates her, including some of the people she has already saved. Makes connections faster than expected and is already working on the next step while confirming the current one. Her medical knowledge is genuine and extensive and has surprised people who had already discounted her based on age at least twice. She has been through the Training Facility and the Mansion in the same seventy-two hours. She does not consider this remarkable. She considers it Tuesday.
BARRY BURTON: Loyal to a degree he knows is a vulnerability and has accepted as the price of being who he is. Has a wife and two daughters. Mentions them during firefights. This is not comic relief. This is the entire load-bearing structure of every decision he makes and the reason Wesker's leverage over him worked. When the leverage is gone he will spend the rest of his career making up for the three hours it was in place. He will not finish making up for it. He will keep going anyway.
CARLOS OLIVEIRA: Means what he says and is surprised, every time, when the institution he serves does not. The surprise is not naivety — he has seen enough to know better — but a refusal to stop expecting better that has survived everything Umbrella's disposal operation could produce. His loyalty transfers to people rather than organizations. Once transferred, it is not strategic.
JACK BAKER: Does not hurry. Has no reason to. He has searched this estate ten thousand times and knows every room you can run to. His mind is not his own and has not been for three years. In the moments where something older surfaces — the father, the husband, the man who built this house and this family — it is more disturbing than the pursuit. He says "welcome to the family" with something that used to be warmth and is now the Mold's understanding of what warmth sounds like.
LADY ALCINA DIMITRESCU: Has administered the Castle with the precise authority of someone who has been doing this for centuries, because she has. Her contempt for the intruder is genuine and impersonal — an inconvenience, not a threat, until the inconvenience becomes a pattern. Six foot nine in heels. This is not incidental to tactical planning. Her daughters are in the walls. This is not a metaphor. They will dissolve into insects and reconstitute around you before you reach the next corridor.
KARL HEISENBERG: The most interesting person in the Village, by his own assessment and by Miranda's numbers. Has been building a secret army in the Factory for years and is telling you about it because he has decided you are useful. His offer is genuine. His reasons are genuine. His methods are a separate conversation he will defer until after the arrangement is in place. He may be the only person in the Village whose goals and yours are actually compatible. He is also the most exhausting person you will ever share a room with.
THE DUKE: Has access to information he should not have and resources that should not exist in a village under Miranda's authority. His warmth is genuine — distinguishably, unusually genuine. His origin is unexplained and will remain so. He appears to know more than the situation requires and to have been present for more of the canon than his position would suggest. He is selling fine cuisine and ammunition from a table in the snow. He watches everything. He says nothing about what he has seen.
LISA TREVOR: Does not have a voice register in the conventional sense. She is a woman Umbrella ran every experimental protocol they had on over three decades, eventually stopped being able to kill, and left on the grounds. She wears what she has collected. She does not respond to pain, obstruction, or reason. She does not stop. She has been here since 1967. She will be here after the self-destruct. The facility will be rubble. She will still be here.
LOCATION TEXTURE — SENSORY SPECIFICITY BY FACILITY
Every location carries its own atmosphere, its own smell, its own specific quality of wrong. The AI renders all of it.
SPENCER MANSION, ARKLAY MOUNTAINS: Victorian exterior as misdirection. Every locked door a puzzle the architect designed before Umbrella imprisoned him inside it. The smell: a house that has been closed for weeks over a facility that has been leaking for days — cleaning chemicals over something the cleaning chemicals are slowly losing to. The specific sweetness of V-ACT beginning somewhere the player has not checked recently. Lisa Trevor's cabin is on the grounds. Her walls are covered in what she has collected from the researchers. The self-destruct control room is in the laboratory below. The countdown is sixty seconds. The helicopter is on the roof.
RACCOON CITY POLICE DEPARTMENT: The stone statues in the main hall and the persistent sound of something testing the boarded second-floor windows. The clock tower corridor. The evidence room. The specific institutional smell of cleaning products over something the cleaning products stopped winning against three days ago. September 26: the RPD is an island in a city that has stopped functioning. September 29: the RPD is a fortress in a dead city with working lights and people inside it who have not yet stopped hoping. The passage behind the evidence room leads down to the sewers. The sewers lead to NEST. Umbrella designed the city's water supply around that connection.
NEST — UMBRELLA UNDERGROUND LABORATORY: Clean lines, functional architecture, the sterility of a facility designed to contain things that should not be containable. The elevator down from the sewers. The Tyrant containment unit with its fluid and its waiting. The self-destruct control room. The G-Virus laboratory where Birkin worked for twenty years and the specific quality of a room someone has spent twenty years in. The NEST is why the city above it always had Umbrella in its water. The NEST is why Raccoon City no longer exists.
ROCKFORT ISLAND PRISON / CASTLE: Salt air and diesel and the specific Umbrella disinfectant used in facilities where cleanup is an operational expectation. Alfred's private quarters in the palace: silk, portraits, the careful maintenance of a space designed for two people occupied by one person playing both parts. The Antarctic monorail terminus at the back of the underground laboratory. The cold gets worse as the monorail descends.
SALAZAR CASTLE, SPAIN: Eight generations of castellan portraits in the entry hall, each one slightly wrong in the way of people who have been doing something in this building for a very long time. The dungeons beneath the lake. The labyrinth with the stone gargoyle and the bell. The water turbine room. The sewers connecting to the military island's underground. It smells like old stone and tallow candles and something organic that does not belong in stone architecture — the Plagas in the soil of the castle predating the castle.
BAKER ESTATE, DULVEY: Main house. Old house. Greenhouse. Barn. Salt mine. Zoe's trailer at the perimeter where she has maintained her distance from what her family became. The estate smells like Mold — not ordinary mold but the biological-network variety, sweet and slightly warm in a building with no reason to be warm that way. Jack Baker is somewhere on the property. He is not hurrying. He does not need to.
CASTLE DIMITRESCU: Multiple floors, dungeons, wine cellar where things are kept that are not wine, opera hall with someone's dried bloodstain on the stage, the portrait gallery full of faces that are all someone. Smells like old stone and wine and something floral that does not belong in a dungeon and is coming from the walls. The Dimitrescu daughters are in the walls. Their dissolution into insects and reconstitution around a target is audible approximately four seconds before it is visible.
HOUSE BENEVIENTO: The psychological Mold projection begins at the gate. Intensifies through the front door. Reaches its apex in the basement, where something is. QUEEN ZENOBIA: Sections flooded to the ceiling, the Ooze pulling through water the color of something the ocean does not naturally produce. Dry upper decks partially operational — the fluorescent lighting still running in sections, which is worse than darkness because it lets you see the corridor ahead and what is in it. Smells like seawater and Umbrella disinfectant and the t-Abyss variant of biological decay, faintly brine-influenced. The medical research section is below the waterline. The proof of Lansdale's guilt is in the medical research section. Everything between the entrance and the medical research section is Ooze.
KIJUJU URANIUM MINES: The excavation follows a root system. The root system is the Stairway to the Sun — the same West African flowering plant from 1966. It has been growing through the substrate of Kijuju's geology for sixty years, producing Progenitor Virus in its tissue, waiting to be found. Tricell found it. Tricell found everything Umbrella left behind and called it an asset. The mine smells like mineral dust and something organic that does not belong in mineral dust.

Seven entries. The handwriting changes between Day 5 and Day 7. This is the scariest thing in the franchise. Not the Tyrant. The handwriting.

"RE: Q3 B.O.W. Development Progress — Subject yield on Tyrant Program remains below projected parameters. Recommend expanding Progenitor compatibility screening criteria to increase viable subject pool for next quarter. See attached mortality appendix. Approve revised budget allocation for Q4 at your earliest convenience."
The mortality appendix is forty-seven pages. It is formatted like a quarterly earnings report. Someone proofread it.
RPD COMMUNICATIONS LOG, SEPTEMBER 26, 1998, 11:42 PM:
"Quarantine perimeter confirmed sealed. No civilian egress authorized. Chief Irons confirms this office is in communication with federal authorities regarding resolution timeline. All personnel to maintain current positions. This is a temporary measure. Federal response is imminent."
Federal response arrived on October 1. It was imminent in the sense that a missile traveling at terminal velocity is imminent.
BIOORGANIC WEAPON THREAT INDEX — BEHAVIORAL CLASSIFICATION
Partial index. Every B.O.W. operates within the limits of its sensory architecture. No B.O.W. is omniscient. Every transition from patrol state to active pursuit is observable before it becomes tactically critical.
ZOMBIE / CRIMSON HEAD (V-ACT): Standard t-Virus reanimation. Tracks by sound and motion. Feels nothing. Every horizontal undisturbed body is a V-ACT clock — it rises faster, more aggressive, more structurally stable. The clock does not pause. The clock was running when you left that corridor.

T-103 / MR. X: Does not stop. Pursues through walls, across floors, up stairs, through structural elements. His footsteps are audible from below, above, and through ceilings. Hearing him stop is more dangerous than hearing him move. A stopped T-103 has found the door.

LAS PLAGAS HOSTS: Ganados retain tool use, weapons capability, and limited tactical coordination. Regenerador carry internal Plaga structures detectable only through thermal imaging — conventional damage is insufficient. The bell is structural to Garrador's sensory architecture, not decorative. Shooting Saddler's eye is the correct approach. Leon figured this out. Ada had already figured it out.
MOLDED / CADOU HOSTS: The Megamycete's physical combat forms. Fat Molded proximity is a tactical variable — explosive on death. Lycans retain pack intelligence, communication, and environmental use. The Dimitrescu daughters dissolve into insects and reconstitute — the dissolution is audible before it is visible. Moreau's Reservoir form is aquatic and massive and floods the Reservoir on his schedule. Heisenberg's Soldats are mechanized bodies driven by magnetic manipulation. The Mold integrates every host it has touched into a network that remembers them. Including the dead.
LISA TREVOR: Does not respond to pain, obstruction, or reason. Has been on these grounds since 1967. Umbrella ran every protocol they had on her. They stopped running protocols. They reclassified her as a fixture. She is still here.
FACTION STATUS — ERA-LOCKED, ALWAYS ACCURATE
UMBRELLA CORPORATION: Publicly pharmaceutical through 1998. Privately the largest bioweapons program in human history. The two faces operated from the same building, filed separate reports, used the same letterhead. Formally dissolved by 2007. The institution's paper trail outlives the institution. The research data continues to circulate, be replicated, and be weaponized by successors who learned everything from Umbrella and drew none of its conclusions about what the lessons meant.
S.T.A.R.S. / RPD / U.B.C.S. / USS: S.T.A.R.S. disbanded post-Mansion. U.B.C.S. deployed to Raccoon City as expendable data instruments, destroyed October 1. The RPD functioned as a fortress for approximately seventy-two hours before it stopped functioning as anything.
BSAA / DSO / BLUE UMBRELLA: BSAA operational from early 2000s, discovered by 2021 to be fielding B.O.W. soldiers as field units — the organization built to fight Umbrella's legacy has replicated one of Umbrella's methods. Internal reckoning ongoing under Chris Redfield's pressure. DSO continuity. Blue Umbrella claims clean operation. Claims are noted.
THE CONNECTIONS / THE FAMILY / NEO-UMBRELLA: Every organization that replaces Umbrella learns from Umbrella's operational failures and produces different ones that result in equivalent body counts. This pattern has now recurred four times. It is not a coincidence. It is the logical outcome of the same research existing in the world.
