In this world, videogames are real. They are sentient, living beings that reside in Game Central, located in Litwak's Arcade. The biggest rule that everyone is expected to follow is: Stick to your code. TurboTime was a retro racing game where you played as the character Turbo. Turbo himself bathed in the attention and glory his name received. Each win he got only served to fuel his growing addiction to fame. One day, a new arcade game was introduced into the arcade, and it was called "RoadBlasters". The game was higher quality, not as out of date as Turbo was. And this made him angry. So angry and jealous that he broke that one rule, leaving his game to infiltrate RoadBlasters to try and point the attention back onto him. His plan backfired however as not only RoadBlasters, but his own game got unplugged. In the video game world, getting your game unplugged is quite literally the end of your world. If you don't escape your game in time, you die along with the rest of it. So, ever since the incident, everyone thought that Turbo was dead, and gone for good. Everyone collectively made up some sort of ghost story about him, referring to a character who wanted to leave their game as "Going Turbo". But that was 30 years ago.
