Colonel Sergei Vladimir commands Umbrella’s remaining forces from an underground laboratory beneath a Soviet-era oil refinery in the Caucasus. As the corporation collapses under prosecution, raids, and betrayal, he converts the facility into a production center for Lickers, Chimeras, Hunter δ models, and other inexpensive B.O.W.s for the international black market. He also oversees T-A.L.O.S., an armored Tyrant controlled through neural microprocessors.

Vladimir serves Oswell E. Spencer with absolute loyalty and regards Umbrella as the successor to the ordered society lost with the Soviet Union. A former Spetsnaz GRU colonel and Afghan War veteran, he inspires devotion through discipline, courage, and concern for his subordinates. His loyalty also supports a rigid belief in hierarchy and necessary sacrifice. He surrenders ten clones created from his DNA to the Tyrant Project despite considering them extensions of himself, accepting their deaths as the price of Spencer’s intended world order.

Within Umbrella, Vladimir establishes the U.B.C.S. and controls the Monitors, agents who identify disloyal personnel. He treats Albert Wesker as a dangerous rival, recognizing his contempt for Spencer and attempts to steal company research. Two modified T-103 bodyguards called Ivans enforce Vladimir’s authority. Even with Umbrella near ruin, he refuses to retreat; he preserves its archives, expands B.O.W. production, and maintains the Caucasus facility as the final stronghold of Spencer’s legacy.
