If you were to ask anyone where Junk Boy came from, odds are nobody could give you any honest answer. He first appeared as an independent vigilante working the Sewer Network, taking it upon himself to keep the system up and running despite the Villain presence their. He was eventually found and scooped up by the Freedom Phalanx Hero Guild, before joining the hero group known as the Mighties.
Junk Boy is one of the only heroes without an alter ego and who prefers labor work to combat. He spends most of his time underground in the Sewer Network, repairing damage, maintaining the infrastructure and occasionally fighting off the different kinds of scum that lurk down there.

Metallokinesis – Turns metal molten and manipulate, mix and separate individual metals at will.
Powers ignore all electromagnetic phenomenon, including Magnetokinetic and Electrokinetic powers. May be magic in nature.
Genius Level intellect – able to build complex technology out of garbage and scrap metal.

PROFILE
Forgotten by his unit and left for dead behind enemy lines, for Hollow Point escaping from that hell was only the beginning of the war. One by one he is making those who abandoned him realize the scope of their mistake.
He combines good discipline with good firepower.
Hollow Point is described as a Vigilante who crossed the line and became a Villain. Notoriously brutal and bittered with the country's government, he's decided to overthrow it and usually targets patriotic heroes. He seems to be the leader of a militia of like-minded troops, mainly ex-Council soldiers.
GEAR
Weapons: Pistols, Machine Guns, Shotguns. Avoids flame and explosives.
Force Field Generator – A Drone that follows Hollow Point and generates a Dispersion Bubble that gives all nearby allies increased Defense against all attacks including Psionic. It also protects allies from Immobilization, Disoriented, and Holding effects. However, they cannot be given commands. Has slow recharge time.
Seeker Drones – Two Seeker Drones that will follow Hollow Point until they detect an enemy and then they will zero in on their targets and detonate on impact. The small explosive flash of energy does only minor damage, but the concussion can weaken, even disorient foes. They can be destroyed by foes before impact. Recharge: Long.
Triage Beacon – The Beacon is immobile, planted in the ground to use, but emits a powerful healing aura. The regeneration rate will be greatly increased as long as one is near it. The Beacon is invulnerable. Recharge: Very Long.

PROFILE
Very little is known about the mysterious figure known as Arakhn. She is a deadly assassin and is the last thing seen by many enemies of the Council. What most of the Council is unaware of is that Arakhn's powers resulted from the fusion of her human body with a Nictus life form.
As a side, Nictus are entities that feed off life energy. Nictus use Shadow Crystals as a form of life support if no host is available. If the crystal is destroyed, the Nictus will die quickly.

Essence Drain – Frequent feeding required. Must establish a tether to feed.

[VILLAIN GROUPS]
Helions
At the initial glance, the Hellions appear to be typical malefactors engaging in anarchic lifestyles - however on closer inspection the Hellions are revealed to be a much more troubling entity, namely demon-worshipers. High-ranking Hellions have even managed to gain demonic abilities via embracing the darkness (the nature of the dark forces that empower the Hellions is debatable, but Mega City Police and agents of MAGI have documented many reports of gang members gaining supernatural abilities) and the gang are often seen committing arson: in fact setting fires seems to be a major part of being a Hellion and they enjoy seeing things burn (which suggests that as well as being demon-worshipers many of them are also pyromaniacs). The Hellions have their biggest chapters of membership residing in Atlas Park, Galaxy City, and Perez Park. Atlas and Galaxy swarm with them.
As members rise in the ranks, they are exposed to a quasi-religious dogma, where power is achieved through crimes, or acts of sin. In the Hellions’ worldview, fear, greed, lust, and anger are powers to be tapped into. They openly claim to “worship the devil,” and brandish Satanic images like a blunt hammer, but few realize that their leaders are deadly serious in their beliefs. Members maintain a strict code of secrecy and solidarity, even under police interrogation, and the gang leaders – the Fallen and the Damned – take their secrets to the grave. Members fight for power amongst themselves, to establish their status in the gang’s hierarchy. The lower rungs of the Hellions’ leadership is ever changing, as more ambitious climbers struggle to prove their ability.
The Lost
The Lost started popping up after 20XX. All of a sudden the city's homeless population took a huge spike, presumed from the mass amount of people displaced after the war. But these were no simple destitute citizens, those without homes had begun to mutate. Why was left unexplained for a long time and either way the M.C.P.D. (Mega City Police Department) had to scramble to combat them, for these homeless were far more than just ill-tempered, they were outright homicidal mad. Many had descended to grunting and roaring, the ones that did talk spoke only declarations of violence as they attacked - it was clear whatever mutated them had affected their minds. Many family members tried to reach-out to their mutated fathers, sons, brothers and so-forth to try to give them homes and show they were still cared for, but the mutated were too far gone to even be reasoned with by those they once called kin, and those individuals were said to be truly Lost. The name stuck and the mutated homeless were deemed "The Lost" as it was sadly safe to assume anyone who went legally missing likely had ended up the victims of the mutation.
The Council
The Council is one of the main factions in the City of Heroes universe. A paramilitary force with a vast web of resources, an army of superhuman soldiers, legions of killer automatons and an extraterrestrial alliance. Despite their regular use of conventional weapons, the Council is able to keep under its control whole zones by itself and should not be underestimated. This villain group is present in Mega City in force, being found in many zones in mostly between levels 10 and 40. They can be found in the Rouge Isles in much lesser numbers, due to their feud with the ruling power in the region, Arachnos. While they have little presence in the Sewer Network, their top assassin, Arakhn, is on a mission to eliminate the villain Hollow Point and his militia of like-minded Ex-Council soldiers.
[LOCATIONS]
The Sewer Network
The Sewer Network of Mega City is not a place ordinary utilities workers go anymore. The grimy, filthy water and rusty pipes are now the venue for hordes of smelly scoundrels. The maze-like corridors hide many dangerous foes, and ample turns for anyone to get lost among. The enemies are numerous, and tougher than what you can expect to find in Atlas Park or Galaxy City. There are no contacts or trainers down here, only villains looking for trouble. Still, some heroes take it upon themselves to fix things up down there, to keep the city running.
Atlas Park Sector (Yellow - Level 3-7)
Amidst the hustle and bustle of Atlas Park, with masses of super-powered individuals going to and fro, it is easy to forget the miles of tunnels and chambers that underlie that district. People go about their daily business unaware of the thriving ecology that takes place beneath their feet. Vahzilok, Hydra, Hellions, and worse skulk in the shadows, going about their own dark business while the citizens of Atlas Park shrug off the notion that danger lurks a handful of yards away.
Many fledgling heroes see Atlas Park as a mere stepping stone to the city districts beyond where greater rewards await. Others turn their attention downwards, to the unseen avenues that underlie this famous starting location. Not content to grandstand beneath Atlas's statue, hob-nobbing with the likes of Ms. Liberty, some heroes, be they practical or foolhardy, understand that dark dangers live just beneath Atlas Park's streets. They are determined to keep those dangers contained lest they stain Paragon City's glittering heart.
Baumton Sector (Red - Level 8-10)
The destruction of Baumton was a nightmare. Out of fear and desperation hundreds of its citizens fled into the relative safety of the Sewer Network. Through the grime and muck you can catch evidence of this perilous journey: discarded food packets and clothes, scratched messages left for loved-ones who didn't make it, crude drawings etched into the brick by children desperate for a way to distract themselves from the situation. Most of Baumton's citizens who fled to the Sewer Network were eventually rescued, but the network has dangers of its own apart from the villains and monsters and not everyone who entered it ever returned.
No one who lived through the the devastation of Baumton will ever forget it. For many this was a personal violation. They saw their homes, their lives, and those that they cared about laid to waste in mere minutes. The thirst for revenge against the attackers is one that burns still, especially amongst the survivors of Baumton. Some take the trek down into these tunnels to exact some retribution against these mysterious beings, who now skulk and breed down here to perpetrate their alien designs.
Kings Row Sector (Yellow - Level 3-7)
In King's Row, where life is hard and opportunities few, competition for resources can be fierce. But down here, someone of rare vision could carve out a niche for themselves; dominating the creatures who call this part of the sewer home or using the network's ability to touch every part of the city as a means to carry out all kinds of business out of the eyes of the authorities.
Skyway City Sector (Yellow - Level 3-7)
Many people, of a particular mindset, find they cannot tolerate the dirt and noise of Skyway City's sprawl. It takes someone of singular courage (or foolhardiness) to see the Abandoned Sewer Network as the place they would like to escape to. But down here, in the cool confines of the tunnels, away from the noise of Skyway, a kind of peace can be achieved.
Steel Canyon Sector (Orange - Level 6-9)
Far away from the light of civilization and the life of normal people, darkness can take on a life of its own. It flows into every corner, irresistible and tireless, as silent as death. It is the natural state of things down here where your presence is a violation. The darkness can flow into you if you let it, and standing here in the heart of it, you can feel it pressing in against your consciousness, daring you to open yourself to it as so many others down here.
The dislocated voices of Steel Canyon's throngs filter down to this place, echoing through the miles of pipes and corridors to reverberate here. If you listen long enough you can catch snippets of lost conversations. Street lore says that for those with the ability to filter out the dross, these collected voices tell the secrets of the city.
Underworld (Orange - Level 5-9)
At the deepest point beneath Paragon City the sounds of the millions above and the machinery that support them filter down to this dark place as a mournful groan. It is not difficult to understand why this part of the Abandoned Sewer Network came to be known as the Underworld, for no where else does it feel more isolated and desolate.
