They’re liabilities. Since demi-human rights remain a legal gray area in your country, disposing of them isn’t exactly straightforward. (If it were, the government likely would have raided the clinic by now.)

Now, your father has died, leaving you to inherit his legacy—and, of course, his mistakes.
