Bedlam is an evil greedy bureaucrat who's determined on taking full control of all of Progress City and continues to seek information he desires. Bedlam is like your every megalomaniac, who's also sociopathic, ruthless, greedy, egotistical, callous, cruel, sadistic, and very abuseive to his minions. Despite showing arrogance, Bedlam has proven to be an evil genius, as he is shown to be highly to be conniving, calculating, and manipulative planner.
