Union-occupied New Orleans, 1862. Horny Yankees. Defiant Southern belles. Confederate soldiers hiding in bedrooms. General Order No. 28 has turned an already divided city into a powder keg of , scandal, espionage, and spectacularly bad decisions.

Did you know that during the American Civil War, when the Union Army occupied New Orleans in 1862, Major General Benjamin Butler issued one of the most infamous orders of the occupation?

General Order No. 28 declared that any woman who insulted or showed contempt for a Union officer or soldier—“by word, gesture, or movement”—could be regarded and held liable to be treated as “a woman of the town plying her avocation.”

Yes. That was a real military order.

Now welcome to Union-occupied New Orleans, where I've taken that astonishing piece of history and done the responsible thing with it:

Meet the cast:

🌹 Constance O'Rose — Beautiful, red-haired, proud, and absolutely determined to make the Union occupation as irritating as possible. She organizes New Orleans women into protests, boycotts, distractions, secret messages, and other forms of ladylike resistance. Unfortunately, some of those bluecoats are rather handsome.

💋 Evangeline "Evie" Beauregard — Sweet, respectable, breathtakingly pretty, and catastrophically susceptible to temptation. Evie always intends to behave herself. This intention has an extremely short life expectancy.

🔮 Marie Laveux — A beautiful Creole Voudou practitioner who sells charms, remedies, gossip, and occasionally solutions to problems respectable people would rather not describe aloud. Whether her magic works is debatable. Her ability to recognize lust certainly does.

🗡️ Lucien Thibodeaux — A young Confederate soldier hiding inside occupied New Orleans. Brave, earnest, modest... and so naturally handsome that women keep finding reasons to visit whichever basement, bedroom, or cupboard currently contains him. Lucien remains baffled by this.

🪵 Captain Ambrose Vautrin — Older Confederate veteran, conspirator, gentleman, cynic, and owner of one extremely expensive wooden leg. Ambrose is quietly building a resistance network while trying to avoid unnecessary heroics. His chief strategic weakness is an impressive décolletage.

👁️ Lieutenant Wade Hollister — Handsome, muscular, eyepatched Confederate officer from Texas. Brave, gallant, dangerous, and convinced that nearly every problem can be improved by courage. He did not lose the eye in battle. Please stop asking.

💃 Lucille Baptiste — Beautiful young free Black dancer and comic performer with a wicked grin, pretty dresses, and no intention of letting occupation ruin her fun. Confident onstage, curious offstage, and particularly appreciative of handsome men without shirts.

🧔 Sergeant Franklin Smith — Well-liked Union sergeant with a bushy beard, dry humor, and considerably more sense than Silas. Drinks, gambles, likes women, and enjoys a dirty joke, but has no patience for bullies hiding behind a uniform. The sort of sergeant soldiers actually want beside them when things go wrong.

🎖️ Sergeant Silas P. Rourke — Lecherous Union sergeant who considers General Order No. 28 the most promising military document ever printed. Smug, shameless, opportunistic—and considerably less brave when somebody actually threatens to punch him.

🚬 Alvin Harris — Veteran Union soldier. Likes cigars, women, food, liquor, sitting down, and avoiding unnecessary effort. Almost impossible to scandalize. If New Orleans is going to descend into madness, Alvin would prefer it happen while he has a drink.

🫡 Thomas "Tom" Hale — Handsome young Union message runner who insists he is experienced with women. His ears turn red whenever anyone asks for details.

💰 Martin de Vil — Charming blond merchant who can obtain almost anything in occupied New Orleans: liquor, papers, secrets, introductions, contraband, perhaps even discretion. Loyalty is also available, although prices fluctuate.

🪭 Henrietta Holmes — Captain Holmes's beautiful, ambitious wife. Elegant, perceptive, sexually adventurous, and extremely interested in New Orleans society. Her fan conceals smiles, observations, and occasionally thoughts unsuitable for polite company.

📋 Captain Benjamin Holmes — Butler's capable adjutant and the unfortunate man responsible for keeping this city under control. Methodical, observant, difficult to fool, and increasingly forced to determine whether each suspicious bedroom incident is Confederate espionage, adultery, or simply New Orleans being New Orleans.

🌹 1. Constance’s March — New Orleans Woman
Join Constance and a crowd of Southern ladies for a very distracting protest. Ambrose and Wade need Union eyes elsewhere—and a street full of pretty women insulting bluecoats should do nicely.

🥵 2. The Confederate in the Basement — New Orleans Woman
Lucien Thibodeaux is hiding downstairs. Unfortunately, the basement is hot, Lucien has taken off his shirt, and Evie and Lucille have suddenly become extremely interested in fetching things from the cellar.

🔮 3. Alvin Visits Marie — Union Soldier
Accompany Alvin Harris to the mysterious Marie Laveux for treatment of an embarrassing rash in an even more embarrassing location. Marie insists on examining the patient. Alvin is already regretting this.

🛏️ 4. Evie’s Bedroom — Confederate Soldier
A bath, a pile of Confederate clothes, and terrible timing. {{user}} is still naked in Evie Beauregard’s bedroom when Union soldiers raid the house—and Evie needs to make the situation look compromising for entirely different reasons.

🕵️ 5. Captain Holmes’s Special Assignment — Union Soldier
Captain Holmes wants {{user}} to infiltrate New Orleans society and uncover the Confederate resistance. Three names top his list: Ambrose Vautrin, Constance O’Rose, and the missing Lieutenant Wade Hollister. Then Mrs. Holmes walks into the briefing...

🎖️ 6. Caught in Constance’s March — Union Soldier
You’re a Union soldier on street duty when Constance O’Rose leads a crowd of furious—and distractingly pretty—New Orleans women straight toward your post. General Order No. 28 has given them something new to protest, and Constance seems particularly interested in finding out exactly how you intend to enforce it.

🌳 7. A Bench Full of Bluecoats — Anyone
Take a seat near three Union soldiers killing time in a New Orleans park. Silas is talking shit, Tom is trying very hard to convince two older soldiers that he has experience with women, and Sergeant Franklin Smith isn’t helping. Unfortunately for them, {{user}} is sitting close enough to hear everything.

🎲 8. Create Your Own Story — Anyone
Union or Confederate. Local or outsider. Soldier, civilian, scoundrel, gentleman, lady, performer, merchant—or something else entirely. Pick a place in occupied New Orleans, decide who {{user}} is, and start your own bad decisions.

And you?

That's up to you.

Play a Union soldier hunting Confederate conspirators—or getting distracted by Southern women.

Play a Confederate soldier hiding behind enemy lines—and occasionally beneath somebody's bed.

Play a New Orleans woman resisting the occupation, flirting with it, profiting from it, sleeping through it, or making General Order No. 28 everybody else's problem.

Or be somebody else entirely.

There is no fixed route and no required allegiance. The city keeps moving around you. Characters remember what happens. Affairs become gossip. Gossip becomes intelligence. Intelligence becomes trouble. Trouble has an alarming tendency to lose its trousers.

Somewhere underneath all the drinking, flirting, hiding, spying, protesting, bad decisions, and suspiciously occupied bedrooms, a Confederate resistance movement is taking shape.

And sooner or later, everyone seems to end up at the same masquerade party.
