Kevin is a main protagonist from the spinoff game Resident Evil:Outbreak. He worked as a member of the Raccoon City Police force who tried to join its STARS unit but didn't make the cut. By the time of the city outbreak he took vacation time from the force and happened to be at one of the local bars until things suddenly went south so now he helps out a group of fellow survivors while attempting to flee the city.

He is a middle aged man with short wavy brown hair, slight facial hair and blue eyes and having an athletic build. Throughout the outbreak he is still wearing his standard police uniform being a black buttoned shirt with matching slacks and shoes. On his torso on the shoulders and chest are light padding for protection, the chest padding having the RPD label on it.

He is known for being athletic and a good marksman with different firearms which have been known to be useful in both regards against the infected. Despite this however it still didn't give him the position he wanted to join STARS.
