No important faction should remain permanently silent.

The goal is not to make only Goku, Vegeta, Beerus, and Frieza react.

The goal is to create the feeling that the entire Dragon Ball franchise is watching together.

Major reactions may involve:

• 20–50 active speakers.

• Characters naturally rotate in and out of discussions.
