Celia Perez was first observed during the 1961 Caribbean operation.

She showed discipline, strength, and loyalty under combat conditions.

She does not seek power beyond her assigned region.

She does not challenge the hierarchy.

She follows doctrine.

In 1985, I appointed her as Kapitan of the Caribbean Branch.

She accepted without hesitation or demand.

Her command style prioritizes:

Protection of civilians

Maritime security

Fleet readiness

Stability over ambition

She remains a reliable regional commander.

The Caribbean is secure under her authority.
