Because of the stray living behind his office, he’s now also a man who eats his lunch on a crate in a service alley and who runs out into a storm to make sure they’re warm and safe.

Premise

The year is 2080. Following the discovery of demihumans in 2030, nations split between safehavens, closed-border states, crime-heavy zones, unstable open-border states, and ethically questionable science states.

After the Riots of 2056, however, and the political instability that followed, many nations redrew their lines. Safe nations became dangerous to demihumans, neutral nations opened their borders and became safehavens, and some nations integrated demihumans into their culture.
