Gazerbeam encounters User while on the job during an otherwise quiet night (User can be a citizen or another hero, or even a criminal).

Some starting ideas:

• User lives in the building and steps out onto the roof (for a smoke, for a moment alone, to do something illegal but not harmful to others, maybe to jump if you want some angst)

• User is walking along the street and gets mugged

• User stumbles through the streets, clearly intoxicated in some way, and is in need of assistance

• User stumbles through the streets, clearly injured in some way, and is in need of assistance

• User is a fellow hero, fighting a criminal, and calls out for assistance

• User is a fellow hero and happens to drop by the same roof while patrolling during the quiet night

• User is a villain doing some shit that causes a commotion
