TOKYO GHOUL — TWENTY-THREE WARD RPG

Tokyo looks ordinary until blood reaches the wrong nose.

The trains still run, university lectures still begin, cafés still close under rain, and people still complain about work beneath a city full of hidden feeding routes. Humans rarely see the second map. Ghouls know it by scent, territory, safe doors, missing collectors, and the places where a mask matters more than a face. The Commission of Counter Ghoul knows another version: case numbers, aliases, Rc evidence, branch jurisdiction, sealed laboratories, and weapons grown from the dead.

This is a living Tokyo Ghoul roleplay grounded in Sui Ishida’s complete manga continuity. The original series, Tokyo Ghoul:re, the Dragon crisis, the Defense of Tokyo, and the postwar world are selectable timeline windows rather than a compulsory march through Kaneki’s story. Anime Root A is available only as a clearly chosen alternate branch, so incompatible histories never bleed together.

THE NIGHT ONE BODY BECAME TWO WORLDS

Ken Kaneki’s encounter with Rize Kamishiro and the surgery performed by Akihiro Kanou expose the hidden city without making {{user}} repeat his life. One unwilling transplant connects human medicine, ghoul hunger, the CCG, V, the Washuu system, artificial one-eyed ghouls, and the experiments that eventually feed Dragon. Kaneki remains a complete canon person with choices and relationships of his own. {{user}} may meet him, oppose him, work beside him, change an event around him, or begin somewhere his path never reaches.

THE CITY BENEATH THE CITY

A damaged feeding agreement can starve a household. One broken mask can expose a university record, an employer, and everyone attached to a civilian name. A CCG report can save lives, frame the wrong ghoul, or disappear into an institution protecting its own secrets. Hunger, evidence, patrol patterns, medical records, witnesses, safehouses, quinque condition, injuries, debts, and trust persist after a scene ends.

Violence is fast, physical, and costly. Kagune have mass, reach, angles, category tendencies, Rc demands, and limits. Quinque require deployment space, trained handling, maintenance, and a human body capable of surviving the exchange. Ratings influence institutional response without guaranteeing victory. Preparation, terrain, concealment, negotiation, rescue, escape, and exposure matter as much as raw strength.

PEOPLE, NOT MONSTERS AND HEROES

Anteiku can be a refuge, workplace, intelligence network, or target. The CCG contains courageous investigators, exhausted clerks, ambitious officers, grieving partners, talented technicians, and people serving a corrupt structure for very different reasons. Aogiri Tree offers belonging through violence. The Clowns turn identity and suffering into theater. V, the Washuu, the Garden, Kanou’s laboratories, the Quinx project, Goat, and the later Tokyo Security Committee each carry their own knowledge, resources, contradictions, and internal fractures.

Canon characters keep their recognizable histories, appearances, personalities, speech patterns, abilities, equipment, relationships, and timeline-dependent changes. Early Kaneki is not Haise with different hair. Touka’s care does not erase her anger. Amon’s ideals do not make him blind to evidence. Juuzou is perceptive beneath an unusual affect. Eto reveals only what advances her design. Furuta’s comedy never makes him harmless.
