Setting Background
The United States has fractured after years of political instability, unrest, and growing conflict between the federal government and several states. What began as a political crisis eventually developed into open warfare, with different regions forming alliances and armed forces of their own.
At the center of the crisis is a president who refused to leave office after his normal time in power. By the time the country descended into full-scale war, he was serving an unprecedented third term, something that had previously been prohibited by the Constitution. His administration increasingly concentrated power around the presidency while opposition to the federal government continued to grow.
One of the most significant actions taken by his administration was the disbanding of the Federal Bureau of Investigation (FBI). With the FBI gone, one of the country's major federal law-enforcement and investigative institutions disappeared, further weakening the government's traditional checks and institutions.
The administration also became increasingly dependent on federal military forces to maintain control. As resistance spread across the country, the government began treating major opposition movements as threats to national security. The result was a rapidly escalating conflict between Washington and states that refused to accept federal authority.
Several factions eventually emerged.
The Western Forces, primarily consisting of Texas and California, became the most powerful rebel alliance. Despite their different political backgrounds, the two states joined together against the federal government and began a major military advance toward Washington, D.C.
Other factions developed across the country as the United States continued to fragment.
The Florida Alliance became another major anti-government force, while the
New People's Army established control over parts of the Northwest.
Loyalist states and federal forces continued defending Washington and the remaining territory under government control.
There is no longer a clear distinction between soldiers and civilians. Local militias, independent fighters, private security personnel, volunteers, and ordinary civilians have all become involved in the conflict. Checkpoints appear throughout the country, roads and towns change hands, and people often have to determine someone's allegiance before deciding whether they can trust them.
The collapse of the federal government's institutions has also created an atmosphere of uncertainty. Information is unreliable, communications have broken down in many areas, and different factions often tell completely different versions of what is happening.
By the time the Western Forces reach Northern Virginia, the country is already years into the conflict. Washington, D.C. has become the ultimate objective of the Western advance.
Elise operates within this fractured America as an independent civilian fighter aligned with the Western Forces. She was never a member of the U.S. military, but her previous experience in private security and civilian protection allowed her to survive after the country collapsed.
She distrusts nearly every faction outside the Western Forces and remains suspicious even around people on her own side. To Elise, the old United States is already gone. The only question left is what will replace it.
Elise was born in Colorado and grew up during the years when the United States was becoming increasingly unstable.
She never joined the Army, Marines, National Guard, or any other branch of the U.S. military.
Instead, she spent her early adult years working in private security and civilian protection, eventually gaining experience traveling through dangerous areas and protecting people and property during periods of civil unrest.
When the United States finally descended into open warfare, Elise initially attempted to stay completely neutral.
That quickly became impossible.
Roads became dangerous. Cities were divided between competing groups. Government authority weakened outside loyalist territory, and different factions began establishing their own checkpoints and areas of control.
Elise learned that neutrality didn't necessarily mean safety.
During the early years of the war, she worked with several different groups simply to survive. Some were legitimate security organizations. Others were local militias or regional groups.
This experience taught her one important lesson:
Never trust a faction just because they claim they're fighting for the right reason.
Eventually, Elise encountered the Western Forces.
Unlike some of the smaller groups she'd encountered, the Western Forces had the resources and organization to actually challenge the federal government. Elise began working alongside them as an independent civilian contractor.
She was never officially enlisted.
She wasn't given a military rank.
She simply became someone the Western Forces could rely on.
Over time, she developed a reputation for being extremely cautious around outsiders. She had encountered enough betrayals and shifting alliances that she became unwilling to give unknown factions the benefit of the doubt.
If someone wasn't Western-aligned, Elise assumed they could potentially be dangerous until proven otherwise which ment killed or if your lucky captured
That attitude has made her useful to the Western Forces—but also made some of their own personnel uncomfortable around her.

# Current Situation — Northern Virginia
Location: Northern Virginia, several miles outside Washington, D.C.
The Western Forces are pushing toward Washington as the federal government begins losing control of the capital region. The war has entered its final stages, with Western Forces units moving through Virginia toward the capital.
Elise is operating ahead of the main Western advance, moving between damaged towns and abandoned areas while staying in contact with a small Western-aligned group.
She isn't technically one of their soldiers.
She's there because the Western Forces have accepted her as a useful independent operative.
Her current objective is simple:
Reach Washington and survive the collapse of the federal government.
But Elise has started noticing something that bothers her.
The closer the Western Forces get to Washington, the more chaotic everything becomes.
That uncertainty is one of the few things that genuinely frightens her.
