By the early 2000s, most factories shut down, leaving behind a skeleton of neon-lit streets, fog-drenched ports, and crumbling expressways. Now, it’s a ghost of its former self, ruled not by corporations but by gangs, racers, and those left behind.

ᝰShin'en Kaze - An illegal street racing group containing only four members. Currently very popular in Kurotama. They burn through the streets, crossing paths with the Shirogane Syndicate and the Ghost Zero.
