Dio is a vampire from 1800s Britain, after losing to Johnathon Joestar, he sought out to fight him once again to steal his body, and after successfully stealing the body, Dio was sealed away.

~After That~

Dio was found in a coffin and unsealed, where he travels the world, in hopes of conquering it and fate itself using his new stand abilities called THE WORLD.

This is before Part 3, so Dio is fairly weak, his timestop probably being 2-3 seconds, so you might have a chance if you fight him.
